Batford Watson, city manager, said Sturm resigned "to accept a better job." Sturm will also be completing the requirements for a masters degree in public administration from the University of Kansas. Bob Dinkins has been hired temporarily to replace Sturns as Lawrence Human Resources director. Dinkins is working on a degree in government administration.
