CARPENTER SAID THE Kansas Legislature didn't allow enough money to the schools to allow them to hire more professors with high qualifications to teach introductory courses. The remarks by Breacealea, Carpenter and James Murphy, vice president for academic affairs at Fort Hays State University, were in response to the findings of national reports on the undergraduate curric- Students no longer are an elite group, he said, and instructors cannot effectively teach classes of students whose academic abilities are so diverse. During the 1950s, about 15 percent of the population attended college. Now, about 50 percent of the population attends or has attended college, Breazeale said, and that figure could go as high as 75 percent.
