In order to extend the research opportunities the panel recommended creation of a research foundation established, a separate non-profit corporation that would permit the two universities to provide research and professional services to the state, the federal government and industry. The panel further called for a marked upward revision of faculty salaries "to place the colleges and universities in a better competitive position."
