Page 12 University Daily Kansan Chinese Troops Continue Surge NEW DELHI — (UPI) — Chinese Communist troops have smashed their way into the monastery town of Tawang, an Indian spokesman announced today. It was the biggest victory to date for the Reds in their border war with India. The town fell last night to a "three-prong attack" by the Chinese after "bitter fighting in the outskirts," the spokesman said. TAWANG IS A major Buddhist religious center and caravan stop in the North East frontier agency, southwest of the principal Indian border post of Dhola which fell to Chinese attacks previously. It is 15 miles south of the Tibetan border near Bhutan. THE SPOKESMAN also said yesterday another Red Chinese force was moving toward Lumpu, 12 miles west of Tawang, with "considerable strength." It is the first civilian administrative center to be occupied by the Chinese Reds since they crossed the disputed McMahon border line on Sept. 8, and then launched an all-out attack last Friday night. The spokesman said there was no present fighting around Tawang, leading observers to believe that Indian troops had fallen back through the country south of the valley. HE ADDED that two new Chinese attacks had erupted across the border in the Siang sector 50 and 30 miles east of Longji, a key point in the Nefa region. Meanwhile, it was reported that Indian Prime Minister Jawaharlal Nehru had sent a letter Tuesday to Soviet Premier Nikita Khrushchev saying he was unable to accept a cease-fire along the lines set out by the Communist Chinese. NEHRU'S LETTER was in reply to a letter from Khrushchev last Saturday asking for an immediate cease-fire in the border war. India has refused to accept the terms proposed by the Chinese that both sides withdraw a specified distance from their present positions and begin talks. McNamara also had said the presumption was that some of the Russian ships were carrying offensive materials. IF THESE SHIPS had encountered the blockade, rather than an oil tanker, they would have been ordered to stop and turn around or face the prospect of being sunk.
