The following dispatch traces the history of the line, which began as two red and blue lines on a pink map. Bv Michael T. Malloy NEW DELHI — (UPI) — A British diplomat met with Tibetan and Chinese representatives in the early 1900's to fix the boundaries of Tibet with China and British-ruled India. The names of the Tibetan and Chinese would mean nothing to the world today. The name of the British diplomat has become news again because of the Indian-Chinese undeclared border war. HE WAS WAS Henry McMabon The disputed northeastern boundary line between Tibet and India is known as the "McMahon Line." The boundary was drawn after the Simla Convention of 1914. It begins at the juncture of Tibet, India and Bhutan 10,000 feet up in the Himalayas and meanders for 500 miles through the mountains to the juncture of India, Burma and Tibet. India says it is the legal border. Communist China savits it is not. The boundary was drawn up by McMahon at the joint conference with a representative of the Dalai Lama of Tibet and a representative from the then central Chinese government. All three initialed it but China later refused to ratify it. NOW COMMUNIST China has launched an offensive to "reclaim" 32,000 square miles south of the line which it maintains has been illegally occupied for years by India. McMahon's original drawing followed the watershed north of the Brahmaputra river in red and blue lines on two pink maps. The Chinese insisted the tracings should follow the foot of the mountains of which the McMahon line is the crest. Absent Vote Nears End Out-of-state students wanting to vote in the coming election should apply immediately for absentee ballots if they have not done so. The deadline for obtaining an absentee ballot is usually 10 days prior to election. To get a ballot, the absentee voter must be registered in his county seat and be a qualified voter. He should write the county clerk of his county seat or the state secretary of state. He will be sent an affidavit to be filled out, notarized and sent back for his ballot. Most states require that the ballot be returned by election day. Beginning with Dr. Sun Yat-sen, founder of the Chinese Republic, the Chinese have claimed that the Mishmi, Aka, Abor and other tribes in the region all accepted Tibetan suzerainty and that Britain never exercised real administration. Upon receipt of an affidavit, the county clerk will mail the voter's ballot and a ballot envelope. Printed on the envelope is another affidavit the voter must fill out and sign in the presence of a notary public when he votes his ballot. Kansans absent from their county on election day may vote at any Kansas precinct by asking for an in-state absentee ballot. They must, of course, be registered in their GOP Bus Caravan Deadline Tonight Students wanting to go should contact Sam Evans, Salina sophomore; David Seay, Kingman sophomore; or Reuben McCornack, Abilene junior. Tonight is the deadline for reservations for the Young Republican campaign caravan Saturday into the first Congressional District of Kansas. The caravan will start at 7 a.m. Saturday, one bus going through Topeka and Manhattan and another going through Emporia and Wichita. The buses will meet in Hutchinson at noon and after lunch will go on to Salina to meet Congressman Bob Dole. The group will stay in Salina overnight and return to KU by Sunday noon. hometowns, some not requiring registration. The registration deadline is tomorrow. The Lawrence city clerk's office recommends that students vote on in-state absentee ballots rather than register in Lawrence. In this way, students may vote for their own county officials. Delbert Mathia, Douglas County clerk, suggested yesterday that students vote in Allen Field House since notary publics will be present to authorize absentee voting. Other voting precincts close to the campus are located in Hillcrest Grade School, West Junior High, City Hall, Courthouse and Community Building. PEIPING HAS noted that the McMahon line was never incorporated into British maps until 1936. The Indians say Britain delayed its acceptance until then because it was hoped the Chinese would first ratify. PTA Members Number 12 Million CHICAGO — (UPI) — Membership in the National Congress of Parents and Teachers stands at more than 12 million. More than 3.5 million of the members are male and 760,000 are teachers. The members belong to more than 47,000 local PTA units. The organization was founded in 1897 in Washington, D.C., as the National Congress of Mothers. But as men and teachers joined in increasing numbers the name was changed in 1925. Welding in Library Causes Smoke, Odor Smoke drove some students out of the undergraduate library last night, but many stayed to study for mid-semester examinations. The Indians claim the tribes in the area paid tribute to the Rajahs conquered by the British in 1838 and point out that the tribes had individual treaties with the British before 1900. The source of the smoke and accompanying odor was the basement, where workmen were welding return pipes. Return pipes catch condensed water from the radiators. Workmen remained at the library past their normal hours because the heat had been turned off due to construction. The odor came from flux on the welding rod. The new master plan being prepared for Lawrence could mean more and better apartments for students living off-campus, according to Harold Horn, city manager. India also says the tribes in the area have no ethnic relation with the Tibetans and that the Chinese never before in history tried to enter the Northeast Frontier Agency (NFA), India's extreme northeastern region. Bring it Back you Rascal you! Horn discussed this at a meeting with journalism students yesterday. The Simla conference started in 1913. The plan was to divide Tibet into an Inner Tibet adjacent to China and an Outer Tibet adjacent to India. Communist Chinese premier Chou En-lai maintains that the McMahon line cannot be accepted because no true Chinese representative was present. He said-the line was an example of "British aggressive designs." He said that the city feels a responsibility towards KU—its largest industry. To determine the future growth of the city, Lawrence has contracted with a planning firm from St. Louis, Mo., to study Lawrence and its suburbs. Horn said that approximately 50 per cent of KU students live off-campus. The city is awaiting results of the comprehensive study before continuing its $100,000-a-year program to resurface city streets.
