An appropriation request for the Radio Production Center was tabled for consideration as the final order of business because of a controversy over the organization's function. Dean Salter, Garden City senior and ASC chairman, said the ASC appropriations were limited to organizations whose functions were of a social and service nature, not educational. MICHAEL BUSH, Webster Groves Mo. junior, representing the Radio Production Center, told the Council the organization performed more of a service function than an educational one. "If we want to operate as we think we should, we need $650," Bush said. In later action, the Council voted to give the Radio Production Center $390, a $260 cut in the original request. Both the Statewide Activities and the World University Service requests were cut from the ASC appropriations. Salter said the two groups are of an educational nature and therefore under the jurisdiction of the University for receiving funds. IN OTHER ACTION, the ASC appropriated money to the following organizations: Alpha Phi Omega,$133 which was about one-half the organization's request; Business School, $180; Current Events Committee, $700 recommended by the Finance and Auditing Committee; Engineering Council, $190; Mortar Board, $110; Pharmaceutical Association, $250; and Student Bar Association, $250. Jerry Dickson, all Student Body President and Newton senior, told Council members and organization heads that all money appropriated must be okayed in vouchers by either himself or Larry Borcherding, ASC treasurer, and Kansas City, Mo., senior. LAIRD said the Russians might be willing to sacrifice a Russian ship in Cuba to justify shooting down American planes in Berlin and strangling the city. "The Soviets regard Berlin as a cancer deep inside the Communist body and it must be removed," he said. PROF. O'CONNOR compared the 8,000 Russian technicians in Cuba with the 400,000 Cubans in Castro's army and questioned Russian ability to keep the missiles from Castro. Prof, O'Connor denied that Kennedy had no choice but to order the blockade. He said Kennedy could have appealed to the United Nations and to the Organization of American States (OAS) before taking action. Prof. Augelli said that President Kennedy's hesitation to consult the OAS may have serious historical significance. Although the OAS voted 19-0 yesterday to support the action, the blockade was a unilateral action, he said. PROF. AUGELLI said he suspected the OAS vote did not reflect the opinion of the common people—the laborer and the peasant.
