Debate centers on issues of reservation gambling Bv Svala Jonsdottir Kansan staff writer The majority of the audience at a debate in Wescoe Auditorium last night thought casino gambling should be allowed on Kansas Indian reservations. Lance Burr, attorney general of the Kickapoonation, said the tribe needed to be self-sufficient. More than 300 people listened to the debate sponsored by the KU Audience Debate Forum and the department of communication studies. "The moral issue here is that we do not have adequate health care or dental care for our kids," Burr said. "We have got to have jobs for our people." The reservation has an unemployment rate of 40 percent and a high suicide rate, Burr said. The casino would create 1,500 jobs. "if you don't want to gamble, don't come in and gamble," he said. Several bills concerning gambling have been passed in the Legislature since Gov. Joan Finney signed a tribal-state compact in January authorizing the Kickapoos to open a casino on the reservation. The future of gambling on the reservation depends on the outcome of a state Supreme Court case. Rob Gaskill, head of People Against Casinos, said the group was concerned about the effect of gambling on young people. *Young people are disproportional- ly affected by the darker side of gambling, namely addiction," Gaskill said. After both speakers presented their views, the audience asked questions and expressed their opinions. Gambling goes against the virtues Kansans are known for, such as good work ethics and conservative morals, Gaskill said. Heather Heim, Haskell Indian Junior College sophomore and a member of the Kickapoo tribe, said gambling would restore the reservation's economy. Marcus Reid, Fort Leavenworth sophomore, said the Indian nation needed something other than welfare programs. "Native Americans have been trying for years to improve their education, improve their housing, but the funds are just not there," Heim said. "When you talk about problems with alcohol and suicide, that is probably because they are sitting at home," he said. "When you give somebody a job, you give them self-respect." Staci Charles, Hawiata resident, said the proposed casino site was with- holding. "We have not had a vote," Charles said. "When we are talking about controversial issues in America, people have to vote on it." At the end of the debate, the audience voted on gambling on the Kickapoo reservation. Of 284 votes, 250 voted for the casino and 34 against.
