KAPLAN Take Kaplan Or Take Your Chances City will alter trash collection Plan is for weekly trash, grass pick-up By Andy Taylor Kansan staff writer Lawrence residents can expect changes in trash pick-up and may see more city-wide recycling efforts because of a recycling report presented at last night's Lawrence City Commission meeting. The commission approved one of the plan's recommendations for weekly trash collection and for pick-up of lawn clippings and leaves. The city currently collects residential trash twice a week, and the grass clippings are included in the trash. Boy Yoos, superintendent of solid wastes and author of the report, said that because grass clippings constituted up to 8,800 tons of Lawrence's trash, residents should use the yard waste for composting. The city will use the grass clippings for mulch and compost. "I definitely expect yard wastes to be reduced as more people become educated about backyard composting." Yos said. Yoos said the city dumped about 44,000 tons of residential and business trash each year at a privately-owned landfill five miles northwest of Lawrence. Riley County currently also dumps some of its refuse in the dump. Mayor Bob Schulte said the proposal would not cause an increase in trash fees. Residents currently pay $8.14 a month for the twice-a-week trash collection. "What the proposal calls for is to replace one of the trash routes," Schultze said. "So we won't be adding any money. But we will have to re-figure trash routes, which might be controversial in themselves." Yoos said the KU campus largely would not be affected by the weekly trash and grass clippings plan. The campus would not be impacted The Lawrence City Commission is planning to establish a city-wide recycling policy requiring portions of garbage and lawn trash to be recycled. Below are percentages of how much of Lawrence's trash was recycled in 1991 by material type: Breaking down Lawrence's trash PERCENTAGE OF TRASH RECYCLED IN 1991 MATERIAL* RECYCLED IN 1997 Old newspapers 30.4 Office papers 0.4 Old corrugated containers 42.2 Yard wastes 10.9 Aluminum cans 49.0 Steel cans 4.9 Plastic 4.9 Glass containers 2.8 Appliances 38.0 *Materials include durable and nondurable goods, containers and packaging, food wastes, yard wastes and miscellaneous inorganic wastes. The report also recommends other ways to improve city-wide recycling: directly," he said. "But off-campus students can definitely take part in this." Expand the current newspaper collection system. Try to collect cardboard boxes from businesses. Increase promotion of private recycling initiatives, either profit or nonprofit, within the community. Explore opportunities for establishing a public-private cooperative facility in which recycled materials can be processed for other markets. The commission decided to send the report to the recycling and resource conservation advisory board, a mayor-appointed committee. Schulte said the board would further study the report and make exact recommendations to the city commission for Almee Braindair, Daily Kansas approval before May 31. Yoos said he was not sure whether the 70-page report was printed on recycled paper. "I'm sure it is," he said. "The city tells me that everything all paper it uses is recycled." Clair Domonske, owner of Conservation Resources, Inc. of Lawrence, said the report's recommendations would not hurt his business. "The report actually shows a balanced perspective of a city body working with private business," Domonoske said. "I'm not alarmed by any possible impact." He said he served about 1,800 customers in Lawrence including several KU housing units. He said his curbside recycling business collected only glass, paper, tin, aluminum, scrap metal, and plastic containers.
