The indictment said a stamp clerk, who previously was indicted on a charge of embezzlement, sold crack and other drugs to fellow workers. Some of those employees then assisted the clerk in concealing monetary shortages in his stamp drawer at the time of postal audits, the grand jury charged. They did so by giving stamps to the clerk, Wendell Magruder, so he could hide the deficiencies from inspectors, the indictment said. It did not name the other employees, identifying them only as unindicted co-conspirators. The indictment revealed a significant expansion of the grand jury's investigation of the House Post Office, from an embezzlement probe to one involving a broad drug conspiracy. Mismanagement at the post office has caused intense embarrassment to lawmakers and has led to a House Administration Committee investigation of the facility, in addition to the criminal probe by U.S. Attorney Jay Stephens. Three former clerks previously pleaded guilty to charges of embezzling more than $35,000 in money and stamps. And the indictment came just a week after the House Ethics Committee released names of 22 abusers of checking accounts at the chamber's bank. A list of more than 300 bad-check writers will be released soon, possibly next week. Yesterday's indictment added allegations against Magruder. He was charged with distribution of a controlled substance, conspiracy to possess controlled substances, conspiracy to conceal a material fact, and embezzlement of government property. Magnuer, 32, was charged in February with embezzling $13,997 in cash and stamps at the post office, which is staffed by House employees rather than U.S. postal workers. He pleaded not guilty to that charge. Magruder, the indictment said, then distributed those drugs to co-workers who helped him conceal his embezzling. The new indictment said that a primary goal of the conspiracy was for Magruder to obtain, possess, and distribute cocaine, marijuana and crack cocaine for the possession and use of various co-conspirators.
