The loss of his special powers, granted by parliament a year ago, would be a severe blow to the reforms and could lead to an overhaul of Yeltsin's Cabinet. Yeltsin still has time to lobby or compromise before a vote today that could declare public dissatisfaction with his market reforms and cancel the establishment of economic decrees without legislative approval. "If the president loses his extraordinary powers and his ability to lead the government, the entire Cabinet of course will resign," said Vice Premier Yegor Gaidar. London Iraqi radar tracks allied aircraft Iraq has moved anti-aircraft missiles into the Western-patrolled Kurdish zone of northern Iraq in violation of U.N. orders, Prime Minister John Major's office said yesterday. Sources in Washington said several allied aircraft were tracked by the missile batteries' radar last week. The sources, who spoke on condition of anonymity, said no missiles were locked up on planes in preparation for firing but the U.S. environment was very concerned about the situation. Major met with Gen. Colin Powell, head of the U.S. Joint Chiefs of Staff, to discuss a possible response to the Iraqi missiles, but no decisions were announced. Powell said the allies were very familiar with the positions of the missiles and would be able to deal with any situation without exposing themselves to new hazards. France will halt weapon testing Paris France became the first nuclear power yesterday to suspend weapons testing and urged other nations to do the same. The unexpected decision was cheered by antinuclear activists, but the conservative opposition said the action would weaken the defense of France and Europe. There was no sign that the four other major nuclear powers were prepared to follow France's example. The U.S. State Department said bomb tests in Nevada would continue. One environmental group, London-based Greenpeace, has waged a 20-year campaign against the French Pacific tests. "This moratorium will allow us to start working toward an international comprehensive test ban treaty," said Lena Hagelin, a Greenpeace representative. From the Associated Press PLO leader survives plane crash in desert TRIPOLI, Libya — Yasser Arafat, who has survived gun battles, air raids and assassination attempts as leader of the Palestinian cause, walked away yesterday after his plane made a belly-landing during a desert sandstorm. The Associated Press Palestine Liberation Organization officials said three of the five crew aboard had been killed when the plane's nose plowed into a hill. Israel TV early Tuesday showed Libyan TV footage of Moammar Gadhafi at Arafat's bedside in a hospital. Arafat's right eye was bandaged, but he appeared to be in good spirits. He smiled and conversed with Gadhafi. Arafat has been the PLO's undisputed leader for 23 years. "God has saved the Palestinians from a political disaster. ... Arafat is irreplaceable," said Zeid Wahbeh, Arafat's representative in southern Lebanon. Genetic bone testing proves Nazi war criminal died in '79 FRANKFURT, Germany — Genetic testing on bones found in 1985 has proven that the infamous Nazi war criminal Josef Mengele died in Brazil more than a decade ago, officials said yesterday. The Associated Press In Vienna, Austria, Nazi hunter Simon Wiesenthal said, "We now close the Mengle file. There is nothing stronger than a genetic test." The Israeli government also said it accepted the conclusion. Some Jewish groups have charged that the German government was lax in its pursuit of Mengele, who was said to have sent about 400,000 people to the gas chambers at the Auschwitz concentration camp in Poland. The findings ended one of the last mysteries in the global hunt for Nazi war criminals — whether the doctor known as the 'Angel of Death' accidentally dawn in 1979 as his family claimed, or was still free. "We prosecutors in Frankfurt would rather have presented a live Mengele to survivors of the Holocaust," said Hans-Eberhard Klein, who tracked Germanprosecutorsexpressedregrets to thefamilies of Mengele's victims that he would neverbe brought to trial after years as a fugitive.
