Military power in Peru proposes to make changes
LIMA, Peru — The military-backed government of President Alberto Fujimori said yesterday that it would have a direct vote by the entire people to establish a new constitution and that it would have elections within 18 months to replace the Congress, which was dissolved this week.
The military had intensified its crackdown against one opposition party, Shining Path, and raided a prison controlled by jailed party members in search of weapons and drugs.

Luisa Perez does not know if she can return to her home country, Peru.

"It would be nice to go home and work for my country, but if things go on like this, I would not want to risk going there," said Perez, Lima, Peru, graduate student. "It is sad not to be able to go back, but I would not want to put my son in danger."
Violence in Peru troubles natives at KU
Peru is in a deep recession and plagued by guerilla uprising. President Alberto Fujimori announced Sunday that he was dissolving congress and suspending Peru's constitution because his reform attempts have been hampered by a hostile congress.
"My mother and father are still there," Perez said. "I am really worried about them since I am afraid the Shining Path will react to this with violence."
But Martin Shroenoshita, Lima, Peru, graduate student, said his father told him during a telephone conversation yesterday that life in the capital city was close to normal.

Vincent said the suspension of the constitution gave President Fujimori complete control of the military in the battle against the Shining Path.
