Taya, who seized power in 1984, has been accused by the opposition of holding a sham election to legitimize his rule and to improve his image abroad after years of corrupt rule and oppression of the Black minority in this northwest African nation. Taya ordered the expulsion of tens of thousands of Blacks in 1989, and the human rights group Amnesty International said that at least 339 B'black soldiers and civilians had been hanged or tortured to death in recent years.
