The ordinance, as amended by city staff, sets the minimum age of patrons at 18. The ordinance will not allow sexually-oriented entertainment establishments to be within 1,000 feet of any school, church, child care facility licensed by the Kansas Department of Health and Environment, city park, residential area or any other sexually-oriented entertainment establishments. It also prohibits such establishments from being located within 1,000 feet of businesses that sell alco David Corliss, assistant to the city manager, said he could not find what he called a substantial government interest in setting the minimum age at 21.
