TOPEKA — Three bills designed to overhaul how the state issues driver's licenses sped through the Senate Transportation and Utility Committee unopposed yesterday. "This will automate voter registration at the same time it automates driver's licenses," said Brad Bryant of the secretary of state's office. The bill increases the driver's license photograph fee by $1.50, from 50 cents to $2, to allow the state to use a digital imaging system. Betty McBride, Department of Motor Vehicles vehicle director, said the equipment will store photos of applicants that can be accessed by law enforcement agencies throughout the state. He told the committee that a federal motor voter bill was expected to pass Congress within a few days. The motor-voter law passed last year automatically registers qualified voters when they apply for driver's licenses. The process will greatly reduce fraud and solve the problem of fake identification cards, McBride said.
