Britain to receive first consignment of U.S. missiles, London paper says

LONDON — the first consignment of U.S. cruise nuclear missiles to be stationed in Britain is scheduled to arrive tomorrow according to a report in the Sunday Times.
Sticking to its normal rules of "no comment" on the location of nuclear weapons, the defense ministry would neither confirm nor deny the story, for which no source had been given. A spokesman noted only that Defense Secretary Michael Heselline had said he would make an announcement in Parliament when the missiles had arrived.
The Sunday Times said the nuclear-trapped weapons had been due to arrive on 10 July. Heseltine had the delivery popped into Grenada, the Grenada, which forced an emergency
debate in Parliament on the distribution of the missiles.
HESELTINE TOLD THE United States that the ripples from Grenada should have been allowed to subside and that the Nov. 1 delivery would have caused an outcry. It debate, which ended with approval for distribution, the newspaper said.
The story said the stationing of the missiles also had been delayed in West Africa.
A total of 160 cruise missiles are to be stationed in Britain, 96 at Greenham Common, which is 30 miles west of the United States. There are about 60 miles northeast of London.
Heseltine has told Parliament that advance support equipment had been arriving at Greenham for several months and that she has pictures of giant mobile missile
launchers ferried in aboard U.S. Air Force Galaxy transport planes.
IN WEST GERMANY, former Chancellor Willy Brandt said in a radio interview that his opposition Social Democrats would fight the distribution of the new U.S. nuclear weapons in West Germany while supporting Bonn's membership in the NATO alliance and friendship with the United States.
Brandt said his party would say "no" to distribution of the new cruise and Pershing 2 rockets if the Geneva talks with the Soviet Union failed.
West Germany's Welt am Sontag newspaper said the Soviet threat to distribute SS-21 tactical nuclear weapons in Warsaw Pact satellite countries if NATO distributed the new U.S. supplied missiles was a deception.
Reagan expected to sign money bill although it exceeds his budget plan

SEOUL, South Korea — President Reagan will sign an emergency government financing bill, even though it exceeds his budget request by $88 million. White House spokesman Larry Speakes said yesterday.
While in Asia, Speaks told reporters traveling with the president that the resolution passed by Congress on Friday was the time he returned Monday from his six-trip trip
to Japan and South Korea. "He will sign it" Speakes said.
The legislation, needed to replace a money bill that expired midnight Thursday, exceeds Reagan's budget request by about $98 million. Speakers said about $30 million of that sum was in the form of a budget authorization for the Department of Education Congress, which made the measure more acceptable to the White House.
LAST WEEK, THE White House threatened to veto the house-passed
version of the bill because in additional $1 billion was added for domestic programs. Most of that sum was eliminated during Senate consideration and negotiations by House and Senate conferences.
Speakes also confirmed that the White House had reached an agreement with the Senate on a compromise that could break a lengthy, bitter deadlock over the Iranian Constitution and Civil Rights. He said Reagan signaled his willingness to accept the proposal through presidential counselor Edwin Meese.
Snow and winds sweep U.S.; 11 die because of bad weather

Fierce winds whipped sheets of rain along the northern California coast yesterday, snarling traffic and threatening to push rivers out of their banks in low-lying areas. Snow and rainched the upper Midwest in an icy grip.
At least 11 people have died from storms across the country since Friday. Weather-related accidents have killed at least five people in Pennsylvania and six more in California.
