University Daily Kansan, September 1, 1983 Page 9 Block visits parched farmland By United Press International DES MOINES — Agriculture Secretary John Block has scheduled first-hand looks at some of the parched cropland in Iowa, Illinois and Missouri for today to prepare for a meeting with all drought stricken states tomorrow. Officials yesterday said Block first plans to visit a heat-damaged farm near Greenville, Ill., with Illinois Gov. Mike Mills directing the Agriculture Director Larry Werries. Afterward, he will view damaged corn and soybean fields in Moberly. ON THE FINAL leg of the trip, Block will make a stop in rural Ottawa, Iowa, which is among southernest Iowa counties devastated by a heatwave that has dropped less than an inch of rain in the last two months. Iowa Gov. Terry Branstad, who will accompany Block to the Handy farm with Iowa Agriculture Secretary Robert Lounsberry and Rep. James Leach. Iowa, wants Block to know that this is more important Iowa has seen in more than 40 years. In most southern Iowa counties, the corn crop is totally gone for this year. Branstad aides said yesterday. Livestock farmers cannot afford the high price of hay and are starting to liquidate their herds in great numbers. State officials predict that possibly more than half of Iowa's counties will eventually meet the federal criteria for a disaster declaration. At the meeting in Chicago tomorrow, to which governers and congressmen from 28 states have been invited, Branstad said he will urge Block to reconsider his decision to release a student-in-kind acreage for mowing of hay. He also will seek Block's speedy action on disaster declarations for 21 counties that already have been submitted for assistance. OTHER REMEDIES Branstad would like to see are farmers home emergency loans, quick access for an emergency feed program and any grant assistance that might be available. Rep. Cooper Evans, R-Iowa, yesterday said that he will attend the Chicago summit to recommend that Block Agro Farmers to farmers in drought disaster areas. Evans, a member of the House Agriculture Committee, specifically is interested in securing federal loan guarantees and interest buydowns to assure sufficient farm credit for the 1984 growing season. "The situation is catastrophic for many farmers who have had two bad years of low market prices followed by a third year of dry weather." Evans "Financing many of these operators for a fourth year would not be a prudent banking practice, but their survival as an institution would require credit and affordable interest rates." EVANS SAID BANKING officials informed him last week that many of Iowa's rural lenders are holding a large number of high-risk loans and may be forced to foreclose on marginal farm assets rather than risk additional losses. He said some rural banks report high-risk loans represent 100 to 150 percent of their capital and reserves, so he advised the bank to tape for a takeover by a stronger bank. Evans also took a twipe at Sen. Roger Jepsen, R-Iowa, who last week said that he would discourage disaster assistance for farmers who did not participate in the federal crop insurance or PIK programs. Shanipo asked SHIREVEPORT, La. — A three-year study into the effects of cocaine use has identified the part of the brain in rats involved in being and euphoria, a researcher said. After conferring with his lawyer, he answered, "I'd like not to answer that right now." Area of brain affected by cocaine discovered By United Press International The research at Louisiana State University Medical Center was conducted by James E. Smith and Nick E. Johnson, the doctoral candidate in pharmacology. "This is the first time (researchers have) demonstrated that region of the brain that is involved in cocaine reinforcement," Smith said. "The basic reason that we were doing this research was to identify brain pathways that are involved in initiating and mediating ... the feelings of well-being that go along with administration of cocaine." The research, which pointed to the pre-frontal cortex as a region of the rat's brains where cocaine's effects are imitated, does not necessarily mean the same is true in humans, whose brains are more developed than rats, Smith said. However, he said that later research on primates and more study of pathways to isolate brain functions might lead to development of drugs for specific portions of the brain involved in such disorders as depression and schizophrenia. The rats were able to receive cocaine by pressing a lever located in their cages that released the drug from the ventral dental part of their brans, Smith said.
