Page 8 University Daily Kansan, August 31, 1983 Property is still being taxed at 1964 values State officials say reappraisal is overdue By SUSAN WORTMAN Staff Reporter Property in Douglas County and across the state needs to be reaplraised so that it will be fairly taxed, state officials said yesterday. Officials from the Kansas Department of Revenue and the Kansas Legislative Research Department in Topeka spoke yesterday morning at a meeting sponsored by the Lawrence University of Lawrence Public Library. But if property is reappraised, $200 million worth of property taxes would shift from commercial landowners to residential and farm landowners, said Mr. Loehman, the division of property valuation in the Kansas Department of Revenue. DOUGLAS COUNTY property is still being taxed at its 1964 value. Martin said the property needed to be reapplied for. He asked a question of when it would be done. "The Constitution says that 'the Legislature shall provide for a uniform and equal rate of assessment and taxation.'" said Wayne Morse, principal analyst for the Kansas Legislative Research Department. "But, property owners in Kansas are not equally assessed and taxed." "The most important part, though, is what will people pay now versus what will they pay after reappraisal." Morse said. Kansas property is supposed to be taxed at 30 percent of its market value. However, Morse said, urban property was taxed at 8 percent of its market value in 1981 and farm property was taxed at only 6 percent of its 1981 value. LEGISLATORS HAVE two possibilities to consider. They could pass a bill that was before the Kansas House of Representatives during the 1983 session, or they could allow the courts to decided the issue. During the 1983 session, the House adopted a resolution that would call for reappraisal of property. "Come & Go" One charge "The chamber bill was proposed to phase back into the uniform and equal taxing," Martin said. "It is kind of like getting nibbled to death by a duck. To put it bluntly, it means double-digit property taxes. "I think the courts will eventually magdale reapraisal." 711 West 23rd If the court decides the issue, Kansans will have to pay the 30 percent market value of their property as stated in the Constitution, Martin said. THE BIGGEST problem with reappraisal is getting it done inexpensively. Martin said. The method suggested by the company did cost from $75 million to $100 million. The basic problems that originally stalled the Legislature remain. Gov. John Carlin refused to sign a reappraisal bill because he said he did not want to see a large tax shift from one group of taxpayers to another. He also asked for classification amendment to be tagged on to the bill, but legislators refused. They are talking about spending a bunch of buckets and not getting a whole lot of money. He said that the Department of Revenue had suggested its own method of reappraisal and that it would cost closer to $15 million. If Kansas does recaprease property, Douglas County is ready, said Don Goncalves. "For the past three years, we have been recheking records and so we won't have to physically go out and do it then," he said. Graduate students interested in applying for study-abroad scholarships may attend the Fulbright Direct-Exchange meeting at 3:30 p.m. tomorrow in the Jayhawk Room of the Kansas Union. Anita Herzfeld, director of study abroad, said the majority of the students who applied last year for graduate study-abroad scholarships received them because there weren't enough applicants. Scholarships are also available to undergraduates who want to study abroad.
