Tilton, Plogger quit party posts By United Press International TOPEKA — In a move that caught many party leaders off guard, Kansas Democratic Party Chairman Robert Tilton and Executive Secretary Jim Ploger yesterday submitted their resignations effective Sept. 17. Langley said he doubted Tilton would resign over problems he might have had with Ploger, but other Democratic sources said that Tilton was frustrated with Ploger and with Carlin's resistance to change. Another source argued Carlin showed a lack of leadership in the matter, sources said. benefit the party. The decision to resign was made in the past couple of days, he said.
