Hopes For United Europe Brighten As Ministers Agree On Defense Plan French Premier Edgar Faure and his foreign minister, Robert Sehman, believe passionately in the European army plan and in the Schuman plan which would integrate Europe's coal and steel industries, both for the greater defense of Europe and for its greater prosperity.
