Wichita Athletes Mourned
WICHTH, Kan. (UPI) - A steady stream or students and faculty passed slowly through a small campus chapel Monday as Wichth University honored its fallen football team.
Gov. Robert B. Docking proclaimed it a day of mourning for Kansas.
An American Flag flew at half staff from the south end zone of Cessna Stadium, home of the Shockers. A black-capcree streamer on the flag slapped sharply in a strong wind.
Organ music from the nearby chapel <ohed through the empty stadium.
Memorial services were also held Monday at Wichita's two other colleges, Friendia University and Sacred Heart College, and another service open to the public was planned Monday night in the 31,500-seat Cessna Stadium.

Senate Code Structure Under Attack by Velvel

Government at KU was purposely structured to insure that any effective power would reside in the faculty and administration, according to the degree ofavel. associate professor of law.
In an interview Monday, Velvai said he was told privately by one of the planning board members for the present University Senate that the Senate Code was structured in such a way that the faculty and administration would retain the power in University government.
"I am attempting to introduce a resolution which would amend the Senate Code to provide for equal representation by the students," Velvet said, "on all councils, committees and factions of the University government."
The proposal was tabled at a University,
Council meeting Sept. 17, by a vote of 27-8.
The motion to table the proposal at the University Council meeting was introduced by Henry Shenk, professor of Physical Education.
Shenk said he felt that the council shouldn't take any matter of this importance and try to discuss it without studying it completely beforehand.
"If it's placed on the agenda," Shenk said.
"I feel an motion should be discussed."
When asked if he had encountered *w-* position to the proposal, Velvel said he had obviously encountered opposition of a rather wide nature at the University Council itself
"One faculty member expressed an opinion opposing this, of his," he said.
The Council member who seconded Velvet's proposal, Bradley Smoot, Sterling junior, said all students present at the Sept. 17 Council meeting voted not to table the proposal.
Velveel said the root of the issue was that there were people who did not want to give up their lives.
"Also, these people are very much afraid that the students would get the University involved," said Mr. Hirsch. "We would get people in the state down on the University and cause pressure to reduce the number of applicants."
Velvel said it was his opinion that the students supported his motion.
When asked about the future of the proposal, Velvel said he was going to request that the University Senate place the item on the agenda and express an opinion if they desired.
Velvet said the University Senate could also request that the University Council would consider it as the first step to an amendment to the Senate Code, if they so desired.
Frank Zilim, fifth-year architect student and presiding officer of the University Senate, said it was his opinion that if the lawsuit was filed, the council consider the issue, they will consider it.
"As in the past," Zilm said. "While the Council is considering a request, the actions of the Council (as specified by the Senate) may be presented until they are presented back to the Senate."
Zilim said the University Senate meetings were open to the public.
Election Scheduled Wednesday
Voting booths for the general student election will be in Murphy Hall, Strong Hall and the Kansas Union. Voting booths for the student Senate will be in Oliver Hall.
An all-student referendum vote asking for student opinion of the Student Senate will be on the same ballot Wednesday and Thursday with candidates for the freshman class officer election and candidates for election of a student senator from Oliver College.
The questions concerning student opinion of the Student Senate deal with the value of the Student Senate, the degree of involvement an official body of the University should have in areas, the effect of recent actions taken by the university, the effectiveness of the Chancellor's actions.
The referendum questions about the Student Senate will be for all students.
Sadat Is Nominated As New President
CAIRO (UP1) - The Arab Socialist Union, Egypt's only political party, nominated Acting President Anwar Sadat on Monday to succeed the late Gamal Abdel Nasser.
The nomination will be submitted to Parliament Tuesday for approval. The party recommended Oct. 15 as the date for a national referendum to elect Sadat successor and who led Egypt and the Arab world for 18 years until his death Sept. 24 at heart attack.
Nomination 'Formality'
The party's eight-man executive committee, of which Sadat is a member, announced his nomination Monday night and it was backed by the 130 member Central Committee.
Under the Egyptian constitution, the national assembly must nominate the president by a two-thirds majority. A simple majority is necessary to confirm him to office.
Saitl, 52, was one of the original members of Nasser's Free Officers Group that enlisted in overrowing of King Farokin in 1952 and seized power changing Egypt from a monarchy into a共和国. He was Nasser's vice president and leader as Acting President the day of his death.
The election of Sadat was expected to be little more than a formality following the death of his father.
Only two others, former Prime Ministers Saby and Zakaria Mofeldhid, had been elected to the U.S. Senate.
Prior to the announcement of Sadat's nomination, the Egyptian government made it clear that Nasser's successor would continue the policies of the man who had led the nation and stressed that Nasser's successor would seek a Middle East peace settlement with Israel.
In Amman, the Jordanian government warned it would use force against Palestinian guerrillas who refuse to withdraw from the region and have been using a guerrilla spokesman said the Palestinians emerged from the Jordanian civil war with the renewed right to operate freely in Jordan.
An official report from the Jordanian government said 700 soldiers, guerrillas and civilians were injured in a bombing near 1,300 are injured. During the war some estimates said as many as 20,000 were killed.
Israel said two of its army lieutenants were killed by an explosion on the east bank of the Suez Canal when their military vehicle hit a mine.
It also was announced in Tel Aviv that Premier Golda Merl would attend the 25th International Film Festival in Assembly in New York this month. This raised the possibility of talks with Arab countries.
Academic Year Opens at Berkeley With New Guidelines, Mild Threat
Several changes have occurred at the university since the spring. Some were aimed at improving the curriculum, student unrest which plagued Berkeley and other college communities across the nation.
BERKELEY, Calif. (UP1) – The University of California opened for its 1014th year monday with the return to classes of Mario Sivio and a friend who banned Students for a Democratic Society.
A few weeks ago, Chancellor Roger W. Heyns issued a set of guidelines for the use of
university facilities. The guidelines appeared Monday in the first edition of the Daily Gazette, and on Friday.

Nixon Back from Europe Says Jaunt Helped Peace
WASHINGTON (UPI) — President Nixon said Monday night he hoped his 12,000-mile European tour would help make possible the U.S. embassy had this century-afulment of peace.

Peter George: 'Overlive Your Usefulness'

Perhaps the two most unlikely places to find a student political leader are in an offcampus house, with his nose buried in a zoology textbook, or in the office of a Lawrence used-car lot, with his nose buried in a three-week-old conv of Autozude.
Peter George has been found in both places in the last few years. Now, after 18 months of committee meetings, policy sessions and leading, George has left the Student Senate.
"I was elected to Senex, and the executive committee is the tops for student government," said George, his feet propped up on the table in his office at the car-cad lot.
Both George and the Senate have changed a great deal in those months.

but he said he was not terribly interested in his
choice. His uninvolvement lasted three years.

"It it really a fluke," George said. "One night I was depressed, and had nothing but time to do it, wasn't doing much, when Gus (Dilzerega) came with a campaign for student government."
Within a week, the help he had promised DiZerega was added to Dave Awbrey's successful campaign for Dave body president.
The Independent Student Party, which was conceived by George, Dilizereg and others, began as a dark horse in all of the spring 1969 campaign. The independent, ISP became a political power.
"I offered myself as a candidate," George said, trying to explain the alleged fluke that put him in office. "We swept the College, and that is how I got in."
George said he had been branded a radical because of his association with a political movement that he called "be dangerously radical." His ideas have not changed that much he said, just seem to be more aggressive.
George said some of his radical moves included proposing 20 per cent student representation on every university committee, giving students a valuable contribution student government

What is the scope of student government, as Pete sees it now?
At times the Student Senate seems to be a bureaucratic organization creating jobs for teachers.
When the Student Senate was first organized in 1969, the Senate had a great deal of work to do.
"My first year in the senate was great," he coped said. "We had political parties and 200 members."
The leaders had per issues and objectives they wanted passed, and to get them, we had to.
George saw the Senate as an organization that had been instrumental in its own death.
George said he believed the Senate had done the best it could in allocating student activity fees. The structure of student government itself is limiting, he said.
The Senate, as George sees it, is not an umbrella. The Senate still serves as a meeting ground or student leaders and faculty members to urit their respective beliefs, he says.
The 20 per cent student recommendation on University committees solves many problems in committees before they reach the floor, George said.
"The type of cases I want do not pay my money. I am materially enough that I will not."
Peter says he plans to continue selling cars, which has proved incursive for "an old politician with a big mouth." He entered the field of criminal law and wants to continue in the field of criminal law.
