He testified as chairman of a special federal commission studying methods of streamlining the executive branch of government. "But if you look at the income tax you'll see he doesn't get much even if you double it." The former president testified before a senate civil service sub-committee considering increased pay for the nation's ton federal officers. The only living ex-president said he believed the American people would be "glad to see the government give board and lodging to the president." He maintained that it cost a president between $25,000 and $30,000 a year to run the White House. He said that is a direct cost to the president if he wishes to run the executive mansion as "the leading and generous home" of the nation. "He also said it would be a "great relief to the president" if the vice-president took over the enterprise of VIPs's the wartime military term for "very important persons." In answer to questions by chairman Ralph E. Flanders (R-Vt). Mr. Hoover said the vice-president "has always been underpaid." He must pay for considerable official entertaining. Mr. Hoover said his government re-organization commission probably will recommend pay increases "all along the line." He added with a laugh that "we might even include senators and congressmen."
