UNIVERSITY DAILY KANSAN, LAWRENCE, KANSAS PAGE TWO SUNDAY, MARCH 28, 1943 Proposed Constitution of All-Student Council Article I—Name The name of this organization shall be: "The Associated Students of the University of Kansas." Article II—Purpose The purpose of this Association shall be: (a) To unite in a single, self-governing body the students of the University of Kansas and to promote and regulate their extra-curricular activities; (b) to coordinate student activities with the programs of the faculty and administrative governing bodies; (c) By so doing, to promote the highest interests of the University of Kansas and to cultivate loyalty to the University among its students. This Association shall be composed of all students regularly enrolled at the University of Kansas. No regularly enrolled student of the University shall in a discriminatory manner, be denied the privileges of membership, nor shall he be excused from adhering to the regulations of the Association. Article III—Membership Article IV-Powers This Association shall have all powers necessary to carry out the purpose set forth in Article II, and any other powers in the government of the students of the University of Kansas delegated to it by the Chancellor of the University, the University Senate, the State Board of Regents, or the laws of the State of Kansas. Article V—Legislation and Administration Section 1. (Delegation of Powers) The legislative and administrative powers of this Association shall be delegated to the All-Student Council. Section 2. (Council) The All-Student Council shall consist of a president a representative-at-large, representatives elected by various schools of the University, representatives elected by large and influential extra-curricular organizations on the campus, and two representatives elected by the freshman class. Its membership at no time shall exceed thirty members. No student shall be a member of the All-Student Council who does not conform to the scholarship eligibility rules governing student organizations other than athletic. b. The representatives of schools shall be elected by proportional representation from the following districts: a. The presidential candidates shall be voted upon by the entire Association. The candidate receiving the largest number of votes shall be president and the candidate receiving the second largest number of votes shall be the representative-at-large. No student shall be eligible for the presidency who has not served on the Council previously. District I—The College of Liberal Arts and Sciences. District II—The School of Engineering and Architecture. District III—The Schools of Business, Fine Arts, Education, and Pharmacy, and the Graduate School. District IV-The Schools of Law and Medicine. In selecting the representatives of schools the following provisions shall (1) Men candidates shall be voted upon by men. Women candidates shall be voted upon by women. (2) The representation of the two sexes from each school shall tend toward a mean between proportional and equal representation. (3) The various districts shall be represented according to their enrollment as revealed by the Registrar's report for the semester in which general elections are held. The apportionment shall be fixed by the Council in consultation with its advisory committee at least one month before the general election. Subscription rate, $6.25 per month, 17, 190, at the post office at Lawrence, Kansas, under act of March 3, 1879. 4) In the event that the number of either sex in any district shall be too few to warrant a representative, the members of that sex in that district shall be allowed to vote or be a candidate in another district which shall be specified by the council. c. Representation from the extra-curricular groups shall be determined in accordance with the following provisions: (1) The number of such representatives shall not exceed 10. (2) The Council shall be the sole judge in determining what organizations shall be represented and in its decision shall consider their size, influence and breadth of interest. (3) Representatives of designated organizations shall be elected by popular vote of the members of those organizations. However the council reserves the right to lay down general rules governing such elections and to supervise them when it deems necessary. (4) Members elected from the organizations, insofar as is practicable, shall be classified as juniors or soohomores during their period of office. d. the freshman class shall elect two representatives at a special election each fall to sit on the council until the next general election. One shall be a woman, chosen by the freshman women, and the other shall be a man chosen by the freshman men. e. In the interest of continuity, the newly elected council shall sit as apprentice members during the first few council meetings after its election. Section 3. (Officers) The president of the council shall be elected as specified in Section 2 of this article. The council shall elect from its own number a vice-president, who shall preside in the absence of the president, a secretary, and a treasurer, with the provision that the secretary shall be of the opposite sex from the president. Section 4. (Initiative, Referendum, and Recall) Legislative procedure shall be outlined by a bill. This bill shall include clauses retaining rights of initiative and referendum for the members of the Association. The right to recall any member of the All-Student Council shall be guaranteed. Section 5. (Vacancies) Vacancies occurring among representatives of extra-curricular organizations shall be filled by the organizations affected. All other vacancies shall fill by the Council with the provision that women shall fill womens vacancies and men shall fill vacancies created by men. Section 6. (Women's Committee) All women council members shall compose the All-Student Council Women's Executive Committee. This committee may elect its own officers and meet when and as it sees fit. It shall have the power to conduct and regulate all activities which pertain exclusively to women. Section 1. (Delegation of Powers) The original judicial powers of the Associated Students of the University of Kansas shall be vested in a non-partisan Student Court as hereinafter set forth. Article VI—Judiciary Section 2. (Court) The Student Court shall consist of not fewer than five nor more than seven student justices, Candidates for positions on the Student Court shall be nominated by the president of the All-Student Council in consultation with the advisory committee, and members shall be selected by a two-thirds vote of the Council. The chief justice shall be selected as hereafter provided for by bill. Section 3. (Provisions for Membership on Court) No justice shall be a member of the Council. Both men and women shall be represented on the court at all times. Justice shall serve for a term of two years, half of the Court positions being filled each year. Section 4. (Jurisdiction) The Student Court sitting with the Faculty Advisory Committee shall have final decision in all matters of interpretation of legislation of the All-Student Conuclil. The Student Court sitting alone shall have jurisdiction over all other cases and shall sit in closed session in such cases as are designated by law. An appeal from such decisions may be made by the defendants to a combined court composed of Student Court members and members of the Faculty advisory Committee. Article VII—Advisory Committee A faculty advisory committee of not less than four members, shall be appointed each year by the President of the All-Student Council in consultation with the Chancellor of the University and with the approval of two-thirds of the All-Student Council which shall advise and confer with the Council, and which shall have all powers delegated to it in this constitution or in the Bills of the Associated Students of the University. Schedule This Constitution shall be in full force and effect from and after its acceptance by the Women's Student Governing Association Executive Council and the Men's Student Council and its adoption by a majority vote of both the Women's Student Governing Association and the Associated Men of the University of Kansas at a special election for this purpose. Stating that they believed the new council would be given more powers and that the new council would be capable of handling these powers, committee members stated that students would be represented proportionately to their sex and their schools. In addition, one member from each of ten or less of the major campus organizations will sit upon the council. Freshmen will have two representatives on the council. The president will be elected by the students each year, and the runner up will be the representative-at-large. All problems dealing with only one sex will be handled by a special committee of that sex. Student Court To Be Informal The Student Court will be appointed by the president of the ASC. It will be less formal than the present council. It will have wide judicial powers and will act without say committee members. The committee members emphasized that this is the ideal time to make the change while political quarreling on the campus is suspended, that its value lies in what it can accomplish after the war. Thursday's referendum will be the first time students on the campus have voted since the spring of 1941. In April, 1942, the MSC suspended all elections until April, 1944, to save money and energy until the war is won. Eating In Restaurants To 'Get Around' Meat Shortage Won't Work Denver, (INS)—Families that expect to "get around" the meat shortage by eating in restaurants will find their scheme won't work, said A. A. McVittie, Denver restaurant owner and past president of the National Restaurant Association recently. McVittie predicted the extra business will force cafes and restaurants to declare several meatless days a week. "Restaurants will either have to close for two or three days a week, or substitute menus of pancakes, waffles, and macaroni dinners," McVittie said.
