Jakosky, chairman of the University building committee, is in Topeka today conferring with Roy Stookey, state architect, and other authorities concerning the new Mineral Industries building. Contracts for the construction of the building, totaling $318,000 were announced yesterday by Stokey. The state legislature had appropriated $325,000 for the structure earlier this year. In order to bring the building's cost within the appropriation limits, two proposed wings were dropped from the plans. This reduction from the original estimate was caused by rising costs of building materials, Stookey said. Construction will begin immediately. Preliminary work at the site of the structure has already begun. NYA and student laborers have been excavating for the foundation and laying some cement during the past few weeks. Xmas Seal Drive Nets $313 The drive is being handled by Virginia Gear and Margaret Butler, representatives of the W.S.C.A., and Fred Lawson, treasurer of the M.S.C. Seals may be obtained either at organized houses or at Robinson gymnasium. The University student drive for the sale of Christmas seals is now on and will continue until the Christmas holidays. The campaign among the faculty and University staff is headed by Dr. E. L. Treece, associate professor of bacteriology, and a total of $313 has been pledged and collected. Money collected from the sale of Christmas seals enables Watkins Memorial hospital to give annual examinations for tuberculosis of food handlers in all organized houses. The drive is part of the Douglas County Tuberculosis and Health association campaign. Art Fraternity to Display Work Delta Phi Delta, national honorary art fraternity, will exhibit a display of artistic work in the main lounge of the Memorial Union building starting Sunday and ending Saturday. Dec. 20. The selections shown will be the work of students who are to be initiated into the organization next week. Oil paintings, water colors, textile designs, jewelry patterns, and advertising lay-outs will be included in the exhibit. Pledging and initiation services will be held at 4:30 p.m. Tuesday in the Pine room of the Memorial Union. A banquet will follow at 6:30 in the Old English room. The nine students to be initiated are Shirley Irwin, Virginia Marshall, Jeanne Sunderland, Dorothy Wiggins, Bob Kiskadden, Lenore Knuth, Chestine Wilson, Howard Babcock, and Alice Harrington. New pledges of Delta Phi Delta will be Helen Naramore, Clara Smithmeyer, Bernice Kizler, Beulah Johnston, and Eleanor Grider. American diplomatic authorities here anticipated a rush of more than 500 Americans across Europe toward the last embarkation ports. Although the order was not specifically directed against Americans, hundreds of them were halted today at Perpignan and Hendaye on the border. The embassy also was trying to clear up reports that some unpleasantness occurred at the frontier yesterday, involving the refusal of Spanish authorities to recognize Spanish visas which had been given regularly by the Spanish consulate in France. There still were many Americans who have been expatriated for many years, living in retirement in Europe, and they risk arrest or interment in concentration camps as did Britons here when the German army occupied France. The status of Americans in Free France was unchanged by the declarations of war and they were not subjected to police measures.
