The investigation was needed, Cavaness said, because the Association was "the most active organization in the state in legislative lobbying" and threatened legislators with "political reprisals" if they did not respond to its requests. He said that since 1925 the Association has collected $2,500,-000 in dues from its 19,000 members and charged further that it never had registered with the legislature as a lobbying agency.
