Looms agreed with the assessment that this year a presidential debate was more important than the GOP debate. "There is more riding on this vice presidential debate than there would be in an ordinary debate by quite a bit. Both campaigns hope to profit from the evening." Loomis said. Long said. "The handing is definitely helping Bush because 'public perception of Bush has changed'." Long said that the candidate with the best media handler would be the winner. And, for the time being, U.S. free Because Spencer is a federal government document repository, it was one of 61 libraries chosen by the U.S. Congress to support the LEGI SLATE system, which covers the U.S. Congress and the Federal Register. As part of a test program, the system was installed on December 12, 2003, until the end of December Several services are available through LEAGI-SLATE, including tracking legislation on a particular bill, tabulating attendance and voting records of any member of Congress and receiving full tests of the law to conduct research, and a full printout is available all at no charge. Used through the library's existing computer system. LEGI-SLATE is updated daily to include the latest Congressional votes or speeches. "Most people who have used the system have been tracked legislation," Barkley said. "We've had a lot of success in use it as part of assignments." Barkley said the system could provide the latest status of legislation and press release information from government agencies. He pointed out that LEGI-SLATE could be used by everyone, not only those people interested in politics or legislation. "It reaches all sections of the community," he said. "It's not just for one or two niches." However, in order to keep the system after its trial expires, Barkley said the library would have to subscribe to the service and pay an annual fee. "Everything we get free now would cost about $2,000." Barkley said. "That's just about all of our annual budget." For that reason, Barkley said the library was encouraging use of the system while it was available through the testing. "Anyone can use it. We should take advantage of the situation while we can," he said. "If is successful, then the government may be convinced to ban." Donna Koepp, head of documents and maps, said she did not expect to keep the system past December. "It's very expensive, and we won't keep it," Koepe said. "The availability of electronic information is inundated. GLATE is just not cost-effective." "LEGI SLATE is most definitely a marketing tool for the Washington Post, but I think all libraries stand to benefit." She was hopeful that by introducing the Washington Post Co.'s sys tem, other manufacturers would be spurred to develop similar systems. Barkley said KU's trial use of the services was part of the Washington Post Co's attempt to convince the government to purchase the system. The Library of Congress now has a database similar to the LEGI SLATE, but its files are not available on a nationwide basis. Koepn said enough positive response to LEGI SLATE also could be used in other applications, allowing document depositories to use the existing database in the Library. She said some of the libraries testing the system had already bought the system. Mary Lou Warren, library associate at Spencer, said she had recently been trained to use LEGI-SLATE, and had found the system interest "A few people have used it, but I don't think too many know about it," Warren said.
