PARKING Continued from p.1 But the subcommittees may wander beyond the bounds of current parking policy. "They are not lying to any thing," Faiman said. "The whole idea of outside committees was to get them to act as the board. Then we can evaluate it." Faiman said the subcommittee reports would be different from a paid consultant's study conducted in the Iowa Alliance Associates, Inc. of Topeka. The consultant's report, he said, focused on solutions such as parking garages and satellite parking, while the company also concentrated on center where park should be. "The consultant's report gave an indication of parking needs, but I don't think it touched on who can buy a red, blue or red permit," he said. the subcommittees will submit their findings to the parking board by the end of this month, and the board will use these findings to port to Congress February 25. New garage A more concrete short-term solution may be the new parking garage. The 78-stall concrete structure in front of the field house, which should be finished next fall, will serve the larger parking lots. Kearns, director of parking services. "This is a very heavily used academic part of campus," Kearns said. "Of course, it'll be used 16 times a year for basketball." Kearns said. "It's sort of a frosting on the cake. It help nail off the bond." He said the two to four-level garage would serve green, Learned, Summerfield, Murphy, Worthow and the Computer Center in the maximum and the Computer Center Parking services took out a bond to finance the $5 million garage, being built by Dahlstrom & Ferrell Construction Co., Inc. of Topeka. Who will get to use the garage, however, remains a mystery. Fairman said, "It's a premature, at this point, to decide who will use the equipment. We'll have subemboite reports, we'll have a better idea of the garage's capability." Kearns said he would recommend to the parking board this month that he and his staff attend faculty, staff, students and visitors. He said he also would recommend that the garage be oversold, and he would suggest cost more than permits. Currently, blue permits cost $70, red permits cost $15 and yellow permits cost $a 'It is my feeling that if you have enclosed, secure parking, it won't worth a few extra dollars,' he said. 'And I have a guaranteed parking space.' Unused spaces Another short-term solution to the parking crunch. Kearns said, would be for people to park in available space on the northern part of campus, especially near Memorial Stadium. Kearns said students usually wanted to park on the southern end of campus, but they could not crowd, instead of using lots near the stadium, which were almost empty. Kearns pulls out a parking map and showed the student that lot 59 west of the stadium, was mostly occupied by Wacee and Strong than lot 90. Kearns said a student came into his office recently and complained about the damage to his computer in south of Robinson Gymnasium. The student said he had classes in Strong. "He said, 'My God — why didn't anybody tell me'," Kearns said. "I've been showing people that map for years now." Dorina Hultne, assistant director of parking services, said the only reason she needed a full house was usually filled, while 238 yellow spaces in the northern rooms remained vacant. "It's really kind of stupid." Hulline said. "All those spaces just sit up there empty." As for the long term solutions, there really isn't much choice, officials say. "I see only two possibilities," Fattman said. "A garage — or parking structure — and satellite parking." Kearns said there were preliminary plans for a second parking garage near the Union that would serve "the thousands of people that use that part of campus weekly," especially visitors. The second garage could be designed and ready for a bid by fall 1990. Kearns said. It could be open three years later. Farman said this would be the last garage because green space on campus was becoming increasingly unavailable. "You just can't flatten all the land on campus," he said. "Then it'll be downtown New York." Instead, Faiman favors satellite parking. "I think that a viable alternative, Fairam said. "It is aesthetic. I'd like to see a campus with very little traffic. The consultant's 1868 report concluded that a satellite parking system would increase operating costs and allow lots from $899 a space to $934 a space. The report also concluded that it was doubtful the lots would be used efficiently if break-even fees were charged. And Faiman doesn't want to raise permit prices.
