Dukakis says Bush dodges challenges

EVANSTON, Ill. — Democratic presidential nominee Michael Dukakis yesterday compared Vice President Joe Biden's pact tactics to those of Richard Nixon in 1960. Dukakis was running his Republican rival was running from "a record of failure and failure," a major challenge he has faced."
