University Events Committee has new set of operating guidelines to define areas of responsibility By PEGGY SPENCER For the first time, the University of Kansas Events Committee will be operating with a complete set of guidelines this fall. Staff Writer The guidelines are the work of two committees that were formed last year to settle a dispute between administration students over the authority of the Events committee. Steve Leben, student body president, said that the disagreement arose last fall because a student musician had been singing and playing his guitar on campus. A complaint was filed with the campus police against the musician for disturbing college life. Because the student didn't have Events Committee approval, he was told to apply to the committee for permission to play on campus. Leban said that because of that action, it had appeared that the Events Committee was acting as a regulation-enforcing agency. "There were some serious questions that needed to be investigated in order to protect student rights," Leben said. He said that he had questioned the committee's ability to restrict freedom of expression on campus. Leben said that these questions led the Student Senate to conduct hearings on the Events Committee's authority. Events caller Events. Leben said, the Senate passed legislation that reaffirmed the Events Committee was under the supervision of the Senate. Leben said Senate codes had provided for an events committee composed of nine student members and five faculty members. In fact, however, the Events Committee had been under the jurisdiction of Chancellor Archie Dykes' office and had nine students and 14 faculty members. The six black fraternities and sororites at the University of Kansas attempt to afford social, educational and cultural outlets that might not otherwise be available to black students, according to heads of the various organizations. Black Greek groups try to meet social needs of minority students The fraternities and sororites stress academics, brotherhood and community service and try to provide some aspects of life to students that are be available to students in the community. The black fraternities, Alpha Phi Alpha, Kappa Alpha PSi, and Omega PSi Phi, and black sororites, Alpha Kappa Alpha, Delta Sigma Gamma, and Sigma Gamma Rho try to identify black students an organization they can identify with at a predominately white university, Bonnie Franklin, president of Delta Sigma Theta said. Black fraternities and sororites have "smokers" and rush parties in the spring and fall so students can decide whether they want to please. On December 14, Del Shankel, executive vice chancellor, vetoed the Senate legislation. "THESE ASPECTS INCLUDE benefit dances and formals which provide a social atmosphere that can't be found in Lawrence because of the size of the local black community." Leben said Shankel sent the Senate a letter to explain his veto. Because Chancellor Dykes is ultimately responsible for all events on campus, for legal reasons the Events Committee should have been under his authority. "Our rush parties differ from the regular rush because the individual sorceries sponsor their activities separately," Franklin said. PROSPECTIVE MEMBERS OF black fraternities and sororites go through a pledge program from four to 12 weeks, depending on the organization. Requirements for pledging a black fraternity or sorority vary but a student must have at least a 2.0 grade point average and be enrolled in student in good standing with the university. Throughout the year, the fraternities and sororites provide social functions, parties, sweetheart balls, sports tournaments, Greek shows and picnics. SIGMA GAMMA RHO sorority, the newest black Greek addition, received its charter last February. Alpha Kappa Alpha's Delta chapter was founded at KU in 1908 and Psi chapter of Delta Sigma Theta was founded at KU in 1925. Alpha Psi Alpha, Upsilion chapter, the only black fraternity with a house, has maintained a chapter at KU since 1917. Mu chapter of Kappa Alpha Psi, was established in 1928 and Rho Eta chapter of Omega Psi Psi was established in 1976. Panhellenic Council (BPC), an organization of representatives from each fraternity and sorority. The council's goal was to bring together black Greek organizations the groups are members of the Intec Council or the Panhellenic Association. The organizations banded together in the spring of 1978 and reorganized to include the two new Greek organizations in the Black Ton Vaughn, an ex-officio member of the BPC and a graduate member of Omega Psi Phi at the group's goal is to bring about harmony among the black Greek organizations. Although the council isn't a regulatory body over KU's black greeks it does work to help coordinate their activities. At that point, Shankel appointed a committee to study the revision of Events committee policies and procedures. The members of that committee were Leben; Shankel; Steve McMurry, Norton senior; Tedde Tasheff, former student body president; Caryl Smith, associate dean of women; Donald Alderson, dean of men; and a representative from the University general council's office. "The purpose of it is to organize in a manner so that our efforts aren't duplicated." At the same time, a subcommittee of the Events Committee was compiling a report of all past committee policies to be sent to Shankel's committee. Leben said the guidelines now clearly state that the Events Committee isn't a regulation-making or enforcement agency. Students may hand out free literature on campus and solicit signatures on petitions without Events Committee approval, as long as the activity doesn't block pedestrian traffic and as long as the activity don't take place inside a University building. According to the report, discussion and expression of all views are also permitted without Events Committee approval as long as there is no disruption of the operation of the University. Approval of an event by the committee means that the committee decided that the location, time and day of the scheduled event were appropriate. The committee will also support the approved event if any conflict arises with other activities. If the event doesn't receive approval, the organization sponsoring the event may be liable for disciplinary action if complaints are made to authorities under University regulations, city ordinances or state statutes. --- Approval by the University Events Committee is required if an admission charge is made by organizations other than the KU Athletic Corporation, the Women's Intercollegiate Athletic Program, the Women's Intercollegiate Sport Series and the University Theatre. Approval must also be obtained if non- student entertainment is involved, if the proposed event is a sale or benefit and if any equipment or the Potter Lake area is to be used.
