First serve Legal side of renting can waylay students Judy Kroger, campus director of the Consumer Affairs Association, said that tenants should know and understand their obligations and the rights and responsibilities of the landlord. Some landlords who own a lot of property are busy and often forget to mention terms of the lease or services the landlord provides. Kroeger said. Sometimes a "gentleman's agreement," or verbal agreement, is forgotten or misunderstood during a lease period, she said. University of Kansas students who choose to rent apartments, rooms, rooms or mobile homes this fall will have more to do than simply move in and begin rent payments. University Daily Kansan TO HELP THE TENANT and the landlord to remember their obligations and rights, Kroweer said. The Consumer Affairs office furnishes rental information cards. The card lists the tenant's obligations to terminate a month-to-month living arrangement, the use of a security deposit and a landlord's right to terminate tenancy for non-payment of The card also has spaces for the tenant and landlord to fill in the amount of rent, utilities that are paid by the landlord, maintenance services provided by the landlord, any taxes owed, and other information. Tenants should read the lease before they sign it, she said, and that's something many people don't do. Security deposits, required by most landlords, are generally used for any repairs or painting that the landlord does if the tenant damages walls, floors or appliances provided Most leases specify what portion of the deposit will be returned at the end of the lease period. Kroeger said, if the property hasn't been damaged. SOME LANDLORDS, HOWEVER, keep a portion of the security deposit to clean the treatment after the tenant leaves, according to the Rental Housing Handbook. A new tenant is entitled to a clean apartment, the book said, and the tenant should inspect the apartment before he moves in. If the apartment, mobile home, or house has not been cleaned, the tenant could offer to clean the apartment himself. He should then ask for a reduction or allowance in the first month of rent. According to the book, tenant should also check floors and cupboards for ants, reaches or evidence of rodents. If any appear to be present, the renter should ask the landlord to provide exterminating services. if the landlord doesn't exterminate, the renter should check with city busing code officials, the book said, to see what could be done. A TENANT SHOULD also check for storm windows and screens, adequate fire exits, locks on doors and windows and the condition of furniture, if the apartment is furnished. Landlords generally provide certain services, such as appliance repair or replacement. However, the book said, tenants can't withhold rent as a means of leverage against a landlord to get repairs made. If a tenant decides to withhold rent, for any reason, the landlord can give a 3-day eviction notice and issue a notice of termination of tenancy after which he can give a 3-day eviction notice. Running a motel . . . From page one the sounds of a party can be heard in the five five calls the office to complain about the noise. "Hello, is this the management?" "Yes, this is the manager. What can I do for you?" "O.K., and sorry for the inconvenience." I call room six. Silence. You can cut the damn racket in the room. You can put a gotta get some sleep, you know. How about it? After a few moments a soft voice answers. After some one chuckling in the background "This is the manager. Could the noise be kept, down?" "Oh, yeah, we'll keep it down. Thanks, man." "How many are in the room, by the way?" Silence. "A few friends of mine dropped in to see me man, but they're on their way out," she said. Silence. "Well?" "Yeah, that would probably be the best idea since there is only one registered for I count 12 very disappointed people as they leave the room. "Well, it couldn't be helped, we didn't want to disturb you to get another room." "Well, thank you all, keep the noise down while you're leaving. Good night." The last room is rented to a middle-aged man in a business suit. I neglect to ask him what he is doing in a business suit on a Saturday at 4:30 a.m. It may be a long story My favorite people are those who ring the doorbell several times very early in the morning to find out if the "NO VACANCY" sign is correct. When it does, Satan will announce that can be held than nod the head and close the door. The last person I speak to before sunrise is a man who has traveled all night and now arrives at the door to inquire if the "NO VACANCY" sign is correct. There isn't much left to do but advise him of other motels in the area, explain the way to each, complete with maps, and wish him good luck. I sink back into my easy chair and wait for mme to come in. I enter the rooms of all the past night. There will be others here tonight to fill them.
