Letter From Finance Ministre States That They Want to Make Settlement Washington, Dec. 4—France made overtures Thursday for reopening negotiations for setting her four billion lar war debt to the United States. Secretary of the Treasury Melon received a letter from French ambassador, Daschner, stating that a telegram had come from M. Loucher, new French finance minister, saying France desired an early settlement.
