Ike Hits Waste In Foreign Aid WASHINGTON — (UPI) — President Eisenhower sent to Congress yesterday a report acknowledging waste and maladministration in the foreign aid program and calling for steps to end it. The report, prepared by a presidential study committee of former government officials, was transmitted to Congress by Eisenhower without comment. The report also recommended that nations receiving aid seek to guarantee increasingly honest government at their end. The committee, headed by William H. Draper Jr., also recommended long-range financing of the Overseas Development Loan Fund, a proposal that the President himself once opposed.
