"We haven't recognized any other unions before," Mayor Donald Binns said yesterday. "No formal recognition has been given to city for the fireman and police unions." "There is nothing to prevent city employees from forming their own union," Binna said, "but I predict they will not be recognized." Binns said the city had received a letter Friday from Roger Siegel, Toplea representative of the American Federation of State, County and Municipal Employees, asking that the union be allowed to represent Lawrence city employees. The request by the union, which is affiliated with the AFL-CIO, in response to a POLICE AND firefighters have had contract disputes with the city and two city water workers recently in格温 vences against the city for discrimination and improper promotion practices. In other business, the commissioners are expected to authorize a lease agreement with the Public Building Commission for the new city hall.
