- t g r a h i t e o r - e e e g. ff University Daily Kansan Thursday, September 7, 1978 5 Spencer museum awarded grant The Helen Foresman Spencer Museum of Art has received a $25,000 operational support grant from the U.S. Department of Health, Education and Welfare. Out of 859 applicants, 256 received grants that totaled $3.7 million, according to Meredith Masoner, press secretary for Rep. Larry Winn, R-Overland Park. The grants were given by the Institute of Museum Services, an organization created by the Arts, Humanities and Cultural Affairs Act of 1976. Masonner said the winners were chosen in late August. Although the grants are called operational support grants, reassurer grants and rescuer grants are not rescheduled. "These grants are very different from most federal grants because there are almost no stipulations." Mason said.
