Budget negotiators privately will resume their deliberations Friday at Andrews Air Force Base in suburban Washington, staying closed there until Sunday in the hope of forging an agreement, said Marlin Fitzwater. The OMB's latest estimate is that the 1991 deficit will be $10 billion, or $231 billion if the oil price were $15. The U.S. portfolio is included.
