November 13. 1979 9 Higher rents seen for Lawrence Staff Reporter University Daily Kansan By STEVE MAUN Several Lawrence apartment managers last week said they agreed with a recent federal government report that predicted a $10 monthly rent increase within two years. The Department of Housing and Urban Development report projected at least a 2 percent increase in monthly apartment rent in Kansas before the end of 1981. The increase would be in addition to expected increases of 8.4 percent to nearly 11 percent. The report, based on apartment price checks in Wichita, Topka, Garden City, OH, and Topeka, Kansas, rent estimates were only theoretical averages for an 800-square-foot, two-bedroom garden apartment with one bath and parking, utilities, range, refrigerator SHE SAID INFLATION had forced the increases. Two-bedroom apartments at Park 25 rent for $270 a month, up $30 from last year. Ellen Grann from Dray, assistant manager at Park 25, 410 B, 51th St, said: "We have raised our prices three out of the four months we have been renting. We will improve our租费 by $10 to $18." "It's a combination of a lot of things—inflation, high utility costs, rising construction costs," Edward Winskiar, supervisory apperier for HUD, said. Clyde Chapman, administrative coordinator for the Lawrence Consumer Affairs Association, said he had not seen the HUD bill and $50 a month increase seemed significant. "A lot of apartment owners are claiming inflation and increased costs to justify rent increases," he said. Most complexes have had increases of about 10 percent every year for several years, he said. Although a local campaign has not been organized for Ronald Reagan, several KU students have expressed their desire to already committed to supporting the former California governor for president. Lawrence residents, KU students believe 1980 is Reagan's year Freeman said Reagan probably would be able to pick up much support in Kansas. Jeff Freeman, Lawrence freshman, said yesterday he would work for Reagan by serving on the state campaign committee, which has not officially been organized. "I think he has an excellent chance, because he's right as far as issues and ideology. "One issue Reagan probably will stress is the growth bureaucracy and the ever-increasing governmental control in the lives of citizens." Collegiate Republicans, said that although he could not speak for the campus group, he personally supported Reagan in the unconcerned election. "I would say that Reagan offers the leadership that is necessary at this time," he said, "and his conservative philosophy is also vital at this time." Dean Burkhead, a Lawrence attorney, was involved in Reagan's campaign in 1970 and will support him again in 1980. "Reagan speaks for what America should be and used to be," he said. "He thinks more like I think, and demonstrates that he's thinking rather than spending more it’s worth." BURKHEIM SAID REAGAN probably will be well-received in Kansas. He predicted that Sen. Robert Dole, R-Kan., would win the race before the Kansas primary on April 11. Still, Burbhead admitted that he could change his mind. Burkhead said many local professional people he had talked to had indicated they would be comfortable with Reagan as president. "Most people are tired of Cater and sick of being alone," she said back where it belongs, "and whit not bowing to every little Third World country that captures an embassy or takes the place." Shirley Icee, vice-chairman of the committee, said she had not decided which candidate to support, but that said the committee should be a factor in the committee. Icee is 68. Most members of the Douglas County Republican Central Committee, including Chairman John Lungstum, indicated that they were not committed to any candidate. BURKIEAD SAID HE had been contacted by the national Reagan organization and had indicated that he would help in the 1980 canamai. "Age should have no bearing in the campaign," she said. "He doesn't look decrept to me. He's a great shape." Reese said she expected Reagan to draw many local supporters. "Reagan had a lot of loyal people in the last time," she said. "I sure Dole knew it until he was fired, and time until the Kansas primary, and a lot of candidates probably will fall by the end."
