Oil embargo may bring shortage
WASHINGTON (AP) -- Energy policy-makers, uncertain how President Carter's plans to reduce Iranian oil would affect American consumers, say it is possible oil supplies will be stable.
That could be enough to trigger long gasoline lines again. However, it would be far short of the 20 percent shortage that underwent ratinging under recently passed legislation.

Administration officials, who asked not to be named, said Americans can compensate for the catfish in Iranian oil by reducing their automobile travel by three miles daily.
WHITHER PRICES rise or gasoline lines appear on the American scene, they say, could reduce emissions and save efforts. With proper conservation, "there should be no cause for concern, there should be no reason to worry."
Jay Vivari, an Energy Department spokesman, said Carter's action, at the
minimum, would mean a cutoff of the estimated 400,000 barrels of crude oil bought daily directly from Iran.
IF THE ADMINISTRATION also moves to cut off indirect shipments—Iranian oil from Turkey—that has been brought into the United States in the form of refined products—it could boost the total cutoff to as much as 800,000 barrels a year and reduce the latest Energy Department figures.
That amounts to about 10 percent of all U.S. oil imports, or about 4.25 percent of total use.
IT PROBABLY WILL take about two months before the action is noticed, energy costs are expected to rise, time it takes tankers to make the trip from the Kharg island oil terminal in Iran to U.S.

It was this cutoff that triggered the shortages that produced gasoline lines last spring and early summer.
Specialists also noted that the complicated structure of the world oil market may mean Carter's action might have little real effect on supplies.

Whether or not it has a major economic impact on the United States or Iran, the U.S. has been at odds with some of his major weapons, the threat of an oil embargo, in his psychological battle with Russia.
