President Jimmy Carter designated 30 counties in Mississippi, Florida and Alabama as major disaster areas, making them eligible for federal aid. The White House said the president would personally inspect the area by helicopter today. Pascagoula, Miss, a shipbuilding city of about 28,000 residents, seems to have been the hardest hit.
