University Daily Kansan 7 Campus/Area Tuesday, Aug. 27, 1985 Agents check taverns By Mike Snider Of the Kansan staff Students visiting Lawrence taverns and private clubs last week witnessed increased attempts at enforcing the new Kansas liquor laws. John Lamb, director of the Kansas Alcohol Beverage Control division, said yesterday that ABC agents had conducted spot checks for identification at Lawrence taverns and clubs on Thursday and Friday evenings. Doug Compton, owner of Bull Winkles, 1344 Tennessee St., Cogburns, 737 New Hampshire St., and The Mad Hatter, 700 New Hampshire St., said that agents had come to both taverns and the private club during the week. "I think this week was a good impact week to start the semester," Compton said. "The law is the law and we're going to have to stay legal." Agents checked IDs at Coghurs and Bullwinkles and also surveyed the sale of beer to make sure that it complied with liquor laws, he said. No more than two drinks can be served to one person at a time and two or more people are needed to buy a pitcher. At The Mad Hatter, agents checked for IDs and memberships, Compton said. Ken Wallace, owner of the Jayhawk Cafe, 1340 Ohio St., said that agents had entered and roamed his tavern and thoroughly checked IDs on the two nights. "They shined lights in people's faces to make sure that the IDs matched," said Wallace, who is chairman of the board of the Tavern League of Kansas. "It was a very thorough check." Wallace estimated that ABC agents had checked one-third of the tavern customers on Thursday night and one-fourth of the tavern customers on Friday night. Student arrested at party Friday By John Williams By John Williams Of the Kansan staff Noisy parties are a standard during Country Club Week. But for some KU students, their party night was anything but standard. Lawrence police show up three times at the party at 1117 Kentucky St. the last time at about 11 p.m., resulting in the arrest of Douglas Overland Park sophomore, and Philip Heyling, a former KU student. McCrary said, "I don't understand what happened. It wasn't that noisy and the party was really well- contained. The people were really good about staying in our yard and not throwing bottles at cars in the streets or anything obnoxious." McCrary was arrested on charges of disorderly conduct and released on a notice to appear in municipal court Sept. 9. Heying was arrested on charges of assaulting a police officer and interfering with the duties of a police officer. Dalquess said Heying repeatedly flashed a strobe light at the officers, causing them to be temporarily blinded. Heying was released on $2,250 bond and scheduled to appear in district court Thursday. Dalquest said standard procedure on noise disturbance calls was a warning to quiet the party on the first call. The second call was another attempt to quiet the party and a warning that a third call would result in the arrest of the person living where the party was. Dalquest said the officers did what was right. "The students can say whatever they want," he said. "If they want to file complaints they can. The officers can defend themselves in court." About 250 people attended the party, billed as the "Country Club Rejects Party."
