2 Friday, January 31, 1975 University Daily Kansan Utility gets rate hike TOPEKA - The Kansas Corporation Commission approved Thursday an annual rate increase of $7.13 million for Kansas Power and Light Co., nearly $4 million less than had been asked by the utility. Dale E. Saffs, chairman of the commission, said Thursday that the increase was designed to allow the company a return of about $15 per unit, its reliability. The company also recognized the increase in rates would be allocated to residential, commercial, industrial and other types of customers would be announced when the commission filed its formal order. Clemency plan extended WASHINGTON—President Gerald R. Ford extended his clementary program for one month, until March 1, because of heightened interest, the White House announced Thursday. The program would have died midnight tonight. About 3,000 men signed up for the program after a large publicity campaign was launched. Charles W. Kohl, the president, has jurisdiction over 8,700 convicted draft violators and about 111,000 former servicemen who were court-martialled or given punitive or undesirable discharges for going absent without leave or deserting. Airlines swap routes WASHINGTON—The Civil Aeronautics Board Thursday approved a route swap agreement between the nation's two largest international airlines that will result in less competition between the two carriers. The agreement between the two airlines, Pan American World Airways and Trans World Airlines, can save the two carriers $2 million each, they estimated when the files for their application, Under the Agreement, Pan American World Airlines and TWA will drop its services to Germany. Pan Am will halt service to Vienna, Austria, and TWA will stop its Pacific flights that go from the West Coast to Honolulu, Okinawa, Taipei and Bangkok. The board's approval of the agreement is effective for two years. Viet crisis possible SAIGON—President Nguyen Van Thiue said Thursday that South Vietnam would face a crisis by the end of the year unless President Gerald R. Ford got the $300 million in extra Vietnamese aid he had requested from Congress. Military experts in Cambodia said the Phnom Penh government also would face a crisis before the end of 1975 because the country would run out of rice and ammunition unless Ford got the $22 million in additional assistance. Congress also refused offence from Congress, Ford said he would fight for the additional $222 million in military aid for South Vietnam and Cambodia. Further budget cut urged WASHINGTON—Arthur F. Bruns, chairman of the Federal Reserve Board, urged Congress Thursday to cut federal spending to below what President Gerald R. Ford had recommended and said the defense budget should be stunned. Burns said the Federal Reserve Board would permit credit to banks to help finance heavy government deficit spending this year and that but wouldn't spark inflation with unlimited amounts of new money. 183 file for offices Late filings Wednesday brought the total number of students running for Student Senate to 156.
