From Page One The number of parking spaces reserved by the Kansas University Athletic Correspondence Center came under criticism at a meeting, such as one noted numerous faculty complaints had been received concerning the preferential treatment given to Williams Fund candidates. The question arose as Phil Frickey said that, as in the reservation of x-zone during the football season, the parking board had nothing to do with such actions. Frickey, a former student officer, Traffic Board, said the reservations were made by Athletic Director Clyde Walker, and Del Shankel, executive vice chancellor. He said about 200 spaces were reserved around Allen Field House for these cones and the board hadn't looked into the matter further. Frickey also reported recent recommendations for changing parking permit prices and asked SenEx's advice on getting the price changes approved. Frickey indicated he will present the changes before University Council at its March meeting. There was concern in the committee that the board's request to lower x-zone and ozone parking prices from $7.50 to $2.00 and residence hall permits from $17.50 to $15.00 permits from $7.50 to $30.00 might meet with great opposition from the faculty. "It's probably fair to say there's going to be some opposition from faculty members who feel that this constitutes shifting the focus of students to the faculty," Bercloph said. Methods that could be employed to force faculty members to pay delinquent traffic tickets were also required, although the system of taking all late tickets through county courts didn't work, there was still a provision for prosecution of the offenders by Mike Davis, general counsel. "There seems to be a double standard on parking fines," James Seaver, chairman of SenEx said. "We talked to Davis about withholding pay checks from this small group of irresponsible faculty until they pay but found that, in his opinion, this is illegal." "But somehow these people generally seem to get their permits, whether they just boodwick some member of the board or another company and issue them the permit." Frickey said. Frickey said that a faculty member with five or more tickets could now have his car towed, and lose his right to obtain a parking permit for the following year. SenEx also recommended that a representative from the Planning and Resources Committee be sent to a meeting of the University Computing Center committed to implementing the benefits of a University Senate committee on computers as well as one on capital equipment.
