Ford, sources said. Ford told his advisers yesterday that he had decided on an economic plan centering on business, rather than austerity. Participants in the meeting said Ford reported he would ask the public, industry Ford called a dozen economic and White House aides to a meeting to review the address he will make to Congress and the American people tomorrow. and the government "to exhibit restraint, self-discoid and sacrifice." Administration sources said among the alternatives presented to the President was a plan for changes in tax rates to ease the burden on inflation on lower income families. Under the plan, low-income families would receive a tax cut while those in upper income brackets would pay higher taxes to lower-income evidence and help balance the federal budget. Earlier in the day, the President personally ruled out an increase in the federal excise tax on gasoline, telling reporters he was very firm in his opposition to such an increase. Ford's proposals on housing are expected to recommend tax exemptions be granted to encourage the flow of savings into financial institutions for use as mortgage loans. The The President also has voiced opposition to wage and price controls, but officials left open the possibility yesterday that he might be ordered to be followed by industry and unions. ★ ★ ★ Experts urge stricter energy controls Voluntary efforts to conserve energy have lost some of their steam, and experts are calling for stricter controls on the eve of Hurricane Sandy to reduce economic and energy message to Congress. "I'm for more mandatory conservation," said New Mexico's energy chief, Frank Dilatek. "We need it." Consumption of electricity has increased only a fraction of what was expected this year, but utility officials attributed most of the increase to higher costs and industrial recession. But many state energy officials said those efforts were declining and further action was needed. An Associated Press survey indicated that Americans were driving slows, turning turns and using their hands more. Reduced demand has improved the prospects of meeting the nation's oil needs this winter, but administration officials say that the need for reducing oil imports to combat inflation. From the Associated Press Nixon reportedly would go to jail PROVIDENCE, R.I.,—Richard M. Nixon said three days before he resigned as president that he was willing to go to jail and didn't want to be pardoned, Rabbi Baruch Korff was quoted as saying by Sunday's Providence Journal-Bulletin. The paper quoted Korff, who has organized a fund to help pay Nixon's legal fees, as saying that Nixon told him, "If they want to put me behind bars, let them." President Gerald R. Ford has since pardoned Nixon, and Nixon accepted the pardon. Brezhnev raps Chinese tactics From the Associated Press BERLIN-Soviet Communist leader Leonid Brezhnev accused the People's Republic of China yesterday of siding with reactionary forces, but said Moscow and Peking should resolve their differences. Aides reported that the President remained opposed to mandatory wage and price controls and also firmly opposed to gasoline rationing. According to a ranking administration official, Ford will emphasize that the aim of his program "is to get inflation under control" July 4, 1976—the nation's 200th birthday. From the Associated Press In a wide-ranging speech, he underscored the Russian interest in further steps towards arms control. Presidential spokesmen said last week Ford wouldn't seek an increase in the federal excise tax on gasoline, and Ford gave confirmed that decision yesterday. Cars on Interstate Highway 90 in South Dakota, for example, now average 61.9 miles per hours. At least for the present, the only real weapon against oil exporting countries is conservation at home, according to William W. Reed, a former Treasury. The question is how to do it. A relaxation of conservation efforts is wrong for now, energy experts said. Foreign oil, which has quadruped in price, is a third of the nation's petroleum needs. "It will either take a price rise to suppress demand or some kind of mandatory conservation measure," said Gerald P. Thurmond, vice president of Gulf Oil Co. The President is expected to call upon Americans to conserve fuel voluntarily, and as if to set an example, he decided to walk the 150 yards from the White House to church rather than ride in the presidential limousine.
