Thursday, October 3, 1974 3 City approves rezoning A plan to rezone almost 50 acres for the installation of factory-built homes and the authorization to issue nearly $400,000 in temporary notes for sidewalk and street construction were approved yesterday by the Lawrence City Commissioners. The housing to be located in the rezoned area could be a real boon for lower-income people who need good low-cost housing and can't afford to rebuild structurally deficient homes, Dick McClanathan, city planning director, said yesterday. 3rd report on exigency to be filed A third, compromise financial exigency for the University of Kansas will be written. "This definition itself is one of the issues that are being discussed." Gold said. The decision to write the report was made yesterday by the ad hoc committee responsible for SunEx to study financial exigency, according to gold. Chairman of the committee. Gold, a professor of English, said the new report would be a compromise between the report prepared by an ad hoc committee and the one proposed in summer by a group of faculty members. In the past, financial exigency has been defined as a situation when serious budgetary problems occur that require the dismissal of tenured faculty members. "I was very pleased at the consensus we seemed to reach at the meeting. We could agree on some basic points in the plans," he said. The committee plans to meet two or three times a month for the next two months. After reconciling the two plans whenever possible, the committee plans to look for points not covered by either of the previous reports, he said. The report then will be taken to the University Council, which consists of a group of faculty members and student senators, where it will be "discussed, possibly amended and hopefully passed," Gold said. "I hope that University Council will suggest that it go to University Senate and if there is not a quorum of senators at the meeting, go to a mail ballot," he said. University Daily Kansan Other members of the committee are Robert Adams, associate dean of the College of Liberal Arts and Sciences; David Dinnenen, chairman of the department of linguistics; George Griffin, librarian for KU's Kansas collection. KU drive opens for United Fund The United Fund Campaign at the University of Kansas began this week and will run for three weeks, according to Henry L. Snyder, dean of research administration and chairman of the University of Kansas division of the United Fund. The United Fund is a community organization made up of volunteers who solicit money for different agencies in the community. This year United Fund donations are going to 19 agencies, Snyder said recently. The goal for the University division of the United Fund is $35,800, which is approximately one-sixth of the goal of the United Fund. He said. He said last year's goal was $33,000. All regular KU employees are solicited by mail for the United Fund, Snyder said. He said if they didn't return the pledge cards from the bank, mail the wife would be contacted personally. The commissioners voted four to one to rezone 49.5 acres at room E. 190th St. to allow higher density housing construction. The commissioners' vote opened the way for the development of homes and factory-build modular homes in a Flanned Unit Development (PUD). A PUD is a housing subdivision that increases the housing density of a land area while retaining open spaces for recreational or aesthetic appearances, McClanathan said. PUD, which will be just west of the Cooperative Farm Chemicals Association, will be subject to Lawrence city housing codes. The final development plans must be submitted to the cti commissioners by Oct. 17. City funds approved for sidewalk and street work are: sidewalk construction of Trail Road and Rock Fence Place in Pioneer Ridge and for resurfacing of Sixth Street from Vermont to Wisconsin streets. -$16,000 to pay for the construction of sidewalks on West 11th Street, Haskell Avenue and Engel Road and on Sidewalks on Oread and Mississippi streets. —$114,000 to pay for the street and -$28,800 to pay for construction of sidewalks on West 23rd Street from Iowa Street east to the Malls subdivision and the widening and resurfacing 23rd Street; The commissioners deferred for a week adoption of the 1973 editions of the Uniform Building and Housing Codes until the city would make recommendations on the codes. The city received only 49 replies on the proposal to establish area car pools, Buffon district, city manager, said. The city ran seated, printed and printed other information on the proposal.
