The University recently hired a consulting firm to study parking at KU. Tom Mulinazzi, KU professor of civil engineering and a member of a committee appointed to review the parking study, said the city was interested in the outcome of the study and had expressed concerns about drainage from any future parking lots. Gardner said the public works department would like to work with the University on future projects. Mike Wilden, assistant city manager, said, "We will ask the University to consider water detention on new sites. They have responded in the past. They have agreed to do some dirt moving on the site of their new construction on the south side of 15th Street." Greg Wade, landscape architect for KU architectural services, said the University had no code to address storm water detention because each project presented a different problem. James Canole, KU director of facilities planning, said KU had no plans to detain storm water on the proposed science library site or on the site for the new resources building. The University has not required architects to include storm water detention designs in their plans. George Higgins, an architect at Nearing and Staats Architects of Mission, said his firm had not been asked to prevent excess runoff from the site it had designed for the Summerfield Hall addition. Phil Coolidge, a Topeka architect who designed the Burge Union, said the University had not required him to incorporate storm water detention into his plans for the building and parking lot. "The only codes we had to meet were the Uniform Building Codes," Coolidge said. Jack Nelson, chief architect in the state architect's planning division said that his office had used the Uniform Building Code for projects on state land and that the code had no provisions for storm water detention. "Nobody can come on campus and sell their information unless they have received permission from the University Events Committee," said Hallie Nations, Kansas and Burge Union reservationist. MANAGUA, Nicaragua — Government prosecutors asked a Nicaraguan court yesterday to sentence captured American flier Eugene Hasenfus to the maximum 30 years in prison if convicted of running guns to U.S. rebels. A verdict is expected tomorrow. I Verbatim Captured the Conductor Prosecutor Ivan Villavicencio, in a written closing statement, said Hasenfus' confession and an abundance of evidence "fully demonstrated" his guilt. Vilavicencio asked the court to find hasfenfus, 45, guilty of all charges against him — terrorism, criminal association and violation of public security laws — and sentence him to the maximum 30 years in prison. Two Americans and one Nicaraguan were killed when the U.S.-made C-123 transport plane, carrying some 10,000 pounds of weapons and other gear, crashed. Hasenfus, an ex Marine from Marinette, Wis., was captured Oct. 6, a day after he parachuted from a plane shot down by Nicaraguan troops. He was ferrying guns and other combat supplies to U.S.-backed rebels, known as contras, battling to overthrow Managua's leftist Sandinista government. Villavicencio, speaking to reporters at court offices, said although Hasenusfii broke the public security law on two counts, his sentence could not excede 30 years under Nicaraguan law. Villavicencio's statement, a formality that summarizes the prosecution's case, was delivered in writing to the three-judge court, called the People's Tribunal. Hasentus' attorney, Enrique Sotelo Borgen, said he also was preparing a closing statement. Court officials said a verdict could come tomorrow. The tribunal began deliberations Tuesday. Chief Judge Reynaldo Monterrey said about 1,300 pages of testimony and depositions must be reviewed. Hasenfus, in testimony last week, admitted dropping weapons to the rebels.
