UNIVERSITY DAILY KANSAN Romania to have run-off election The presidential and parliamentary elections yesterday were the second since the December 1989 revolution that toppled dictator Nicolae Ceaușescu and were considered a referendum on Liescu. BUCHAREST, Romania — President Ion Iliescu, the former Communist who has ruled Romania since late 1989, out polled his main reformist challenger in an election yesterday but failed to avoid a runoff, projections showed. The Associated Press A candidate would have had to win 50 percent for outright victory. The two would face each other in a runoff Oct. 11. The projections broadcast by state television showed liescu winning 48 percent of the vote to 33 percent for the opposition Democratic Convention's candidate, Bucharest University Dean Emil Constantesiu. The 62-year-old president, who won in 1990 with 85 percent of the vote. has lost much support because of the unemployment and inflation that followed his economic reforms. His party, the Democratic National Salvation Front, however, was projected to have won 27.5 percent of the vote for the 471-seat parliament, ahead of the Democratic Convention with 23 percent. Nine other parties were seen as win- ing between 3 percent and 11 per- cent. Such results would mean a highly fragmented parliament in which Iliescu's party would probably stand the best chance of forming a governing coalition. Iliescu's party could probably count on the support of nationalist parties, which were projected to have won 13 percent, and leftist parties. Asked whether she found any irregularities, Judith Duckworth, a British observer from the poll watchdog group Westminster Foundation for Democracy, said, "I have to say no, and believe me, I'm looking for them." The projections were based on an exit poll conducted by the German Infas and Romanian Ispop polling companies. They did not give the size of the polls, but they broadcast just after 9 p.m., when most of the 14,000-odd polling stations closed "I think the electorate was perhaps not informed," he said. "Maybe there's still a lack of civic education in this country." Constantinescu, 53, said he was surprised. Constantinescu has stressed a speedier transition to capitalism — a term liescu still avoids. WENATCHEE, Wash. — A windwhipped brush fire that started on the outskirts of this eastern Washington city destroyed at least 11 homes Saturday, authorities said. The eastern edge of the fire was contained, but the blaze continued to burn up a brushy hillside west of the city, said Paul Hart, a representative for the Wenatchee National Forest. Peace negotiations hit snag in South Africa The Associated Press KWAMASHU, South Africa — The country's second-most powerful Black leader broke off talks with the government yesterday, dampening hopes that South Africa's political crisis can be resolved soon. Mangosuhou Buthelezi, head of the Zulu-dominated Inkatha Freedom Party, made the announcement a day after his rival, ANC leader Nelson Mandela, met President F.W. de Klerk in a promising bid to restart negotiations. In what was seen as the most positive political development in three months, Mandela and de Klerk said they made substantial progress in their talks on ending apartheid. But Buthelezi, in an angry speech at a Zulu rally, said he and his Zulu followers had not been consulted and therefore would not abide by agreements reached between de Klerk and Mandela. The relatively conservative Buthelezi has had good relations with de Klerk, and there has been talk of an alliance between them to oppose the African National Congress. But recently, Buthelezi has felt left out as de Klerk concentrated on reaching agreements with the ANC. Buthelezi's withdrawal from talks further complicates the political scene, and there is little chance of success without his participation.
