Fall enrollment increases
KANSAN
Enrollment reaches peak
University has 29,161 students

The University of Kansas enrollment has increased this year to an alltime high of 29,161, according to figures released yesterday.
The figures represent the 20-day headcount, the final enrollment count this year. This count determines the amount of state aid the University receives, said Tom Hutton, associate director of news and public issues at University Relations.
The total KU enrollment increased by 11 students from last year, with the University of Kansas Medical Center
Off-campus student enrollment, those students taking classes at the Regents Center in Overland Park and the Capital Complex in Topeka, decreased by 188 students.
The Lawrence campus enrollment is 26,465 — eight fewer students than last year, and the first decrease on the Lawrence campus since 1988.
In Lawrence, the School of Social Welfare's enrollment increased the most, 13.5 percent, and enrollment decreased the most in the schools of business and journalism, both 8 per cent.

"Over the last three years the school administration and faculty have been trying to bring enrollment under control," he said.
Kautsch said the school was forced to bring down enrollment as a way to battle the high cost of computers and other technical equipment needed by the school.
'The 13 Clocks' to be first performance of University Theatre for Young People

Those who have no idea what this means, should check out "The 13 Clocks," a performance of the University of Kansas Theatre for
Young People.
"The 13 Clocks," the first play of the year for the theater, will be at 7 p.m. tomorrow at Crafton-Preyer Theatre in Murphy Hall. Tickets are available for $3 at Murphy Hall Box Office.
The play is the tongue-in-cheek story of the Prince and the Golux's quest to save the Princess from the evil Duke.
"The 13 Clocks," is based on James
Thurber's fantastic fairy tale and a book by Fred Sadoff. Music and lyrics are by Mark Bucci and James Thurber. All but one of the 14 cast members are students and receive credit hours for their performance. Linda Hope, box office manager, also plays the part of Hagga, an older character who weeps jewels when told the proper stories.
"We needed a more mature person for the part of Hagga, so we had a special call," said Lewin Goff, the play's director.
Goff, a KU professor from 1955 to 1967, retired from the University of Iowa in 1896 He last directed "The 13 Clocks" in Belgrade, Yugoslavia, in 1986 as part of an exchange program of acting students and directors with
Eastern European countries. The performarce was in the Serbian-Croatian language
"It has adult contents," Goff said. "It plays best with a mixed audience, children and adults."
All this week, the theater has put on afternoon shows for first-through third-graders in Lawrence-area schools.
"The funniest thing about kids is that they are so open in their responses. They let you know what they think of you," said Will Averill, Lawrence freshman, who plays Golux.

The theatre for young people is part of University Theatre and the department of theatre and film.
The Theatre for Young People was founded in 1954 by Sally Six Hersh, then a graduate student, who now teaches at West Junior High school in Lawrence. The theater performs two plays a year. The spring show will be "Hansel and Gretel," and will be for fourth-through sixth-graders.
"It's for the children to have theatre like adults," Jeanne Klein, associate professor and director of student theater, said. "They deserve it."
Student seeks restraining order against alcohol control bureau

A University of Kansas sophomore filed a petition yesterday that would change the way alcoholic Beverage Control Bureau officers approach bar patrons who they think could be underage.
Whitney Blake, 21, filed a petition seeking a temporary restraining order and permanent injunction against the Alcoholic Beverage Control Bureau, its director and mother organization, the Kansas Department of Revenue.
Judge Mike Malone of the Douglas County District Court has not signed the order and has given no indication of his intentions.
The order would prohibit ABC officers from approaching bar patrons statewide and asking for identification unless the request was accompanied by a statement informing suspects of their right to refuse to provide identification. It would further restrain officers from continuing to question or detain suspects after they refused to provide identification
Jim Constant, ABC chief administrator, said he had not had time to examine the petition and would not comment on the specifics.
Blake works in Quinton's Bar and Deli, Michigan Universitys St., and said in the petition that she had observed law enforcement officers and ABC agents threaten individuals with arrest when they did not surrender identification, take individuals outside after obtaining identification and request identification from persons other random basis.
"That's the main problem," said Donald Strole, Blake's attorney. "She's observed persons being told
they would be arrested if they didn't turn over identification and being taken out of bars. She's been confronted herself by officers at times and doesn't think she has to turn over her identification if she doesn't want to."
He said ABC methods violated constitutional rights and cited the Fourth and Fifth Amendments.
The Fourth Amendment protects individuals from unlawful searches and seizures. Officers must have "reasonable suspicion" an individual is committing a crime before approaching that individual.
The Fifth Amendment protects individuals from incriminating themselves, and Strole said that underage patrons could incriminate themselves by showing identification.
"All we are asking is they be allowed to be informed of their constitutional rights," Strole said. "If somebody gets picked up for minor in possession or false identification, he is not compelled to give identification. In ABC and with all our dealings with them, it appears very strongly they do not recognize that right. They take a belligerent attitude toward those rights."
Conant, ABC administrator, said the reasonable suspicion provision in the Fourth Amendment meant officers had to identify specific mannerisms and/or physical characteristics that led them to believe an individual was underage and consuming alcohol.

"We are not to harass or in any way create a problem," he said. "We don't want to violate anyone's rights, but we are obliged to enforce the law. Some of the patrons our officers approach are going to be over 21. It's a fine line that we walk."
In reference to the Fifth Amendment, Strobe said, "If patrons know they have the right to refuse, the ABC may decide it's not worth doing bar checks."
West said if an individual refused to give identification, claimed it was lost or did not bring it, the officers could refer the matter to the bar management or make an arrest.
"If they refuse to answer us, the ban management has the responsibility of insuring for their own protection that the person in question is of age," he said.
To make an arrest, officers must have a higher degree of evidence beyond reasonable suspicion, called "probable cause."
Strole said probable cause could be an admission that an individual was underage when asked by an officer, an admission overheard by an officer or if a bar owner showed a false identification to an officer.
West said agents should identify themselves as ABC officers before asking individuals for identification, but that was not necessary if the agent were working undercover.
If Judge Malone signs the order, it would not mean the ABC would be prohibited from doing bar checks, but Strole said it may discourage them.
He said agents worked undercover on occasion.
"If the subject realizes he can remain silent, it may stop the interrogations altogether," Strobe said.

"If you look it up, you'll find that the word comes from a root meaning which means bent at an angle," she said. "I like that about the term."
Sedgwick, the Newman Ivy White Professor or English at Duke University and an influential gay writer, read last night from her essay "Queer and Now." Sedgwick also answered questions from a crowd of about 50 people at Alderson Auditorium in the Kansas Union. The talk was sponsored by the English Department Readers and Lecturers Committee.

"Thirty percent of all teen suicides are gay teenagers," she said. "This figure is not astonishing when you consider the way most adults deny queer lives. Many say they would rather have their kid dead than gay."
Sedgwick began with some statistics on teen suicide.
Twenty-six percent of gay men have to leave home because they are gay, Sedgwick said. She added that because of this, more than one-fourth of homeless youths are gay.
She gave several examples of society's intolerance of gay culture.
"In public, there are certain times and places where heterosexual couples can openly show affection," she said. "Same-sex couples cannot."
Sedgwick spoke at length about her battle with breast cancer. She said the disease was diagnosed in early 1991.
"Most women, when faced with the threat of breast cancer, ask 'Why me?' she said. "But this question did not occur to me. Not after myself and so many friends were dealing with the fear, disillusionment and death that AIDS presents."
She said a close friend who had helped her during chemotherapy treatments had died of AIDS complications.
"I found my feelings toward my illness were very similar to AIDS experiences," she said.
Sedgwick said that dealing with a possessive terminal illness was difficult to experience in a brutal society that values some lives more than others.
"In a school yard, it is an identity of stigma and shame," she said. "But when that shame is so powerful, the term 'queer' becomes a form of dignity."
When asked about the term "queer," Sedgwick said that it was a term she identified with childhood.
Sedgwick, who is the author of several books, will speak to a Gay and Lesbian Literature class today. She will also give a speech entitled "Toward Queen Performativity: Henry James's The Art of the Novel" at 1:30 p.m. in 402 Wescoe Hall. It is open to the public.
