Mike Hayden said yesterday he would lead by example in preparing next year's budget by keeping the number of employees and total expenses for the governor's office below those of the previous administration. Speaking at a news conference in Wichita, Hoyta said the budget for his office has been frozen at current levels and remains $15,700 less than the previous administration's. tne prévou administration's Hadda also said he has accepted a conditional out. "I have long believed that it is best to lead by example," Hayden said. "It simply isn't fair to ask others to hold the line on state spending without setting the example at the highest level." Records from the Division of Accounts and Reports indicate that Hayden's predecessor, former Gov. John Carlin, had 28.5 employees being paid out of the governor's office funds, the governor said. Hayden's Fiscal Year 1989 budget request is for 24 employees. "We currently are in the process of putting together the total budget for the next fiscal year," Hayden said. "If we fund every item at the level requested, we would be nearly $200 million in the red by the end of the 1989 fiscal year." South African court dismisses appeal of imprisoned activist The Associated Press JOHANNESBURG, South Africa — A court yesterday rejected an appeal by a journalist and anti-apartheid activist who was seeking to be released after 11 months in detention without charge. Zwalekhe Sisulu is the editor of the New Nation newspaper, a weekly published by the South African Catholic Bishops Conference and aimed for black readers. The newspaper is strongly critical of the government's apartheid policies of legalized race segregation. The Rand Supreme Court dismissed Sisulu's appeal for release and ordered him to nav court costs. According to police documents, Sisula is in detention "mainly based on his involvement with New Nation." Sisulu was involved in writing and publishing articles in New Nation, which led to the creation of condemned unrest, police said in court papers. The government has said recently that there are no political prisoners in South Africa and that no journalists have been based on their professional activities. About 25,000 people have been detained for various periods of time under the 17-month-old state of emergency. Sisulu, son of Walter Sisulu, an imprisoned African National Congress leader, was not allowed to attend his appeal hearing. In another court case yesterday, a lawyer defending a black man charged with murder and terrorism said the accused was beaten and forced to eat his own excrement while undergoing police interrogation. Defense lawyer Rodney Black said that after defendant Mthehelei Mncube was arrested again Jan. 3, 1987, after an escape, he was 'hand-cuffed, thrown on the floor, hit and kicked and hit with a stick until he screamed.' Later the same day, another officer "stamped on (Mnubeck's) stomach to such an extent that there was excrement on the floor and the accused lost consciousness," Black said. Black said Mncube was later forced to eat his own excrement. Police warrant officer H.H. Franklin denied all the allegations, testifying that no one at any stage assaulted Mncube in his presence. Mncube and another defendant, Zondelii Nondula, face 41 charges that include murder, attempted murder, terrorism and treason. From the KU Weather Service The men are accused of killing eight people, including four white children, in two land mine blasts in November and December 1985. Mincube also is charged with the murders of two policemen during an investigation. By law and custom, apartheid establishes a racially segregated society in which the 26 million blacks have no vote in national affairs.
