10 Friday, November 13, 1987 / University Daily Kansan Campus/Area Development plan praised Financing is concern about latest project By VALOREE ARMSTRONG Staff writer Reaction to a new and improved plan for retail development downtown is cautiously optimistic, with concern centering on financing for the project. In a day-long retreat last weekend, the Downtown Improvement Committee gave its unanimous support to a plan submitted by ZHA Inc. of Annapolis, Md., that combines features of three previous plans submitted by that consulting firm. The DIC is a group appointed by the city to explore options for downtown development The new plan will be the subject of a Nov. 23 televised call-in show, which DIC members hope will encourage public comment. Burdett Loomis, chairman of the KU political science department and chairman of the DIC, said the plan featured the construction of three department stores along Massachusetts, two on the west side of the street and one on the east side. A variety of smaller shops also would make up the development, Loomis said. The shops would be enclosed in a way to make them a part of the development. Needs for additional parking would be met with about three parking garages. The whole development would be linked with six or seven skywalks so that downtown shoppers wouldn't have to go outdoors, he said. Loomis said he liked the plan because it gave the appearance of three separate department stores but still bad features of a shopping mall. Although a formal estimate hasn't been made, Loomis estimated the cost at $45 to $50 million. He said the DIC had discussed having current downtown business and property owners help pay for the project. "I don't think it's appropriate that downtown businesses would get a free ride," he said. "The people who benefit would pay for it." Gary Toebben, president of the Lawrence Chamber of Commerce, said he was anxious to see the response of downtown merchants to footing part of the development's bill and whether there has been any change in the public's mood toward using public money to finance the development. "We'll see whether the community as a whole and the business owners will agree to assist in underwriting the cost." Toebben said. Toobben also was awaiting reaction to the idea from department stores, some of whom have expressed interest in a suburban shopping mall rather than a downtown project. Loomis said this plan would displace only about 30 and 35 businesses and wouldn't reroute any streets as several previous plans had proposed. "It integrates into the fabric of Massachusetts Street better than the other plans." Loomis said. Steve Lopes, president of the Lawrence Association of Neighborhoods, said recently that the plan will require a federal concern about containing the roost. Even if downtown businesses help finance the project, Lopes said, the cost would be passed on to residents in form of higher prices and taxes. Lopes also said that although he was in favor of developing the existing spaces downtown, he would resist expanding development into neighborhood areas. "I hate malls," Lopes said, but added he was committed to improving downtown. Honor society will meet at Union By a Kansan reporter.
