"Not every teacher is a parent. Every parent, though, is a teacher," he said. Bennett joked with his audience during his speech when he admitted that growing up in New York City left him with a lot of questions about agriculture. "When I was in Kansas last year, I was asked if I knew where bread comes from," he said, grinning. "I said 'Sure, it comes from Safeway.'" When Bennett mentioned that he grew up in Brooklyn, the audience was shocked and there was same reaction when he admitted that he had been in scouts, instead of FFA. Offensive crushed by rebels JAMBA, Angola — Rebel leader Jonas Savimbi said yesterday that his forces had won their most important victory in 12 years of civil war, crushing a Soviet- and Cuban-backed offensive with decisive help from U.S.-supplied weaponry. Savimbi said the rebels killed or wounded more than 7,000 of the Marxist government's 18,000-man assault force without requiring aid from South African ground troops or air power. He told foreign journalists he was very surprised by South Africa's announcement this week that its combat forces had intervened in support of the U.S.-backed rebels. Defense Minister Magnus Malan of South Africa said yesterday that if his country had not fought on behalf of Savimbi's National Union for the Total Independence of Angola, the rebels could have been defeated. State health plan draws objections The Associated Press TOPEKA - Senate Minority Leader Michael Johnston, D-Parsons, is seeking an opinion from Kansas Attorney General Robert T. Stephan about the new health plan for state employees. The new Blue Cross and Blue Shield of Kansas plan, which becomes effective Jan. 1, has prompted protests from state employees because of the increase in the monthly premiums employees must pay. For the first time, state employees will have to pay a monthly charge to participate in the plan based on their incomes. The new policy also requires state employees who smoke to pay an additional $10 a month surcharge. The surcharge assessed on smokers will be used to implement wellness programs for employees. Johnston, in his letter to Stephan, asked if the Kansas State Employees Health Care Commission, which negotiated the policy, is authorized to levy a participation charge based on an employee income. “Can the commission selectively impose a surcharge on one particular group of employees based on their personal habits?” Johnston said. “Could the commission select other groups of employees who possess certain characteristics or practice certain habits that may adversely affect their health, and impose surcharges on them in the future?” Johnston also wanted to know if there are any limitations on spending the money collected from the $10 smokers' charge.
