Campus/Area Human rights violations protested By BRAD ADDINGTON Staff writer Ten KU students clad in black gathered yesterday on the east steps of Wesco Hall to protest human rights violations in South Korea. The students, representatives of the KU chapter of Annemyst International, displayed posters calling for an end to the abuses as Janet Cinelli, KU chapter secretary, read from a prepared statement. Stephen Wade/Special to the KANSAN Cinelli, Overland Park sophomore, said people in South Korea were imprisoned or punished for activities such as attending rallies, writing poems on torture and distributing leaflets that criticized martial law. Cinelli said the demonstrators were encouraged to wear black to symbolize human rights violations and crimes. They were held in cells that had no light. After Cinelli read the names of several alleged victims of human rights abuses, Greg Hodes, graduate teaching assistant in the department of philosophy, asked Cinelli what could be done about the situation. He was one of those people watching the 10-minute demonstration. The KU chapter of Amnesy International, which has about 25 active members, meets on the first Tuesday of every month. Lawmaker says new waste plan is needed By VALOREE ARMSTRONG Staff writer With the Jan. 1 deadline less than two months away, Kansas and four other states must decide on the site of a low-level radio-active waste dump. Instead of moving ahead with the site selection, one Kansas state representative said yesterday that Congress should go back to the drawing board with the waste site issue. State Rep. Kathleen Sebelius, D-Topeka, said it was absurd to have 17 waste sites, the number now being considered, in the country. Because of increasing technology, less waste is being produced each year, she said. states such as Michigan that are labelling Congress to resuscitate the law. It's not cost effective and it's not environmentally safe, Sebelius said. Each site would cost $25 million to $40 million to cover, she said. Sebelius urged that Kansas join loveying Congress to revive the law. Sebelius spoke at a forum titled "Low Level Radioactive Waste Disposal; What is Best for Kansas?" State Sen. Merrill Werts, R-Junction City, and State Assistant Attorney General John Campbell also spoke at the forum, which was sponsored by the Environmental Law Society and the Student Bar Association. Werts agreed that the Low-Level Waste Policy Act of 1980, which makes states responsible for disposal of their own nuclear waste, was faulty. "It creates as much of the problem as it solves," he said. "But the fact is that we can't solve it." Congress approved the law because there had been only three states in the country with nuclear waste dumps and those states were tired of carrying the waste burden of the entire country. Werts said he would also would urge Congress to rewrite the law. "But they don't want to touch it, it's a hot potato," he said. In the meantime, he said, Kansas must adhere to the federal law. Sebelius also criticized the act for not addressing insurance needs in case of a spill and for not making clear distinctions between Class One, Two and Three waste. Class One and Two waste is easily disposed of but Class Three waste can remain toxic from 300 to 500 years. Kansas is a member of a five-state compact that includes Nebraska, Arkansas, Louisiana and Oklahoma. By remaining in the compact, Kansas is reducing costs and the odds of getting the site immediately. Nebraska, which produces 44 percent of the five states' nuclear waste, seems to be the leading contender for the above-ground disposal site. Sebelius said Kansas produced only 3 percent of the waste but Werts said a more recent estimate was 10 percent. Based on its geography and population distribution, Kansas would have many feasible sites for the dump. Werts said, noting the 50- to 60-mile radius of the Wolf Creek nuclear plant. The Yates Center City Commission, within 48 miles of Wolf Creek, has considered asking to locate the facility in its area. U. S. Ecology, a general contractor, was hired in June to develop a site proposal. Campbell said that once built, the disposal site would be self-supportive.
