12 Thursday, November 12. 1987 / University Daily Kansan Campus/Area Lawyer presents survey on mall By VALOREE ARMSTRONG Staff writer Although most of the thunder of the suburban mall hearings has run its course, representatives of Warmack and Co. made a little noise of their own last night at City Hall. John Immel, a Lawrence attorney representing Warmack, presented a survey of Lawrence residents at a public hearing on the mall proposal. Immel said that the survey indicated that 70 percent of those questioned left Lawrence to do their department-store shopping. Warmark is a Fort Smith, Ark. developer requesting the rezoning of 77 acres at Clinton Parkway and Wakarusa Drive for a burrow trail. but ask DRIVE for a school bus man! Immel said the phone survey was conducted by Intertel, a market survey and research company, out of its Liberty, Mo., office. Douglas County residents completed 362 surveys Oct. 14 and 15. Immel was unsure of the survey's margin of error. Using figures on the city's population, retail and general merchandise sales and income, Immel said Lawrence lost $32 million of department-store business to shopping centers in the Kansas City area and Tooneka. He used an elaborate graphic to show that although the city's geographic center had moved to the south and the west, the central business district had not moved or grown in 37 years. Immel contended that the city and planning commissions already had deviated from a comprehensive plan that stressed downtown as the main business district by allowing strip shopping centers. Price Banks, city planning director, agreed that the city was developing to the south and to the west, but he said the area still was in transition and wasn't ready for more intensive development. He criticized the Warmack plan, saying surrounding businesses, including Rainteet Montessori School, 4545 W. Clinton Parkway, would be hurt by the mall and other spin-off development.
